Program Manager — NOAA Strategic Management Services BPA

Salary: $150k–$220k

Location: Washington, DC Metro (NOAA facilities; hybrid/on‑site per client direction)

Type: Full‑time | Status: Contingent on BPA award

Clearance: Must be able to obtain/maintain Public Trust (verify level per final BPA)


Role Overview

Key Personnel Program Manager for a multi‑year NOAA OCIO BPA. You will be the single point of contact for all BPA and task‑order delivery. The role blends Kanban execution with traditional federal reporting (IMS, weekly/monthly reports, KPI decks). Prior NOAA or NOAA OCIO experience is strongly preferred.


Day‑1 Deliverables (Due within 5 business days–2 weeks of award)
  • Project Plan & Integrated Master Schedule (MS Project)

  • Quality Control Plan

  • Transition‑In Plan


Responsibilities
  • Serve as the primary POC to the COR; manage cost, schedule, and quality across all task orders.

  • Stand up and run the program Kanban board, template library, and shared documentation workspace.

  • Convert agile/Kanban data into federal reporting:

    • Weekly status reports (Fridays, 5:00 PM ET)

    • Monthly cross‑task‑order rollups

    • Executive KPI decks

  • Build and maintain the Integrated Master Schedule in MS Project.

  • Manage intake and delivery of white papers, decision-support documents, market research, PM artifacts, and ad hoc requests.

  • Oversee enterprise architecture and security documentation (SSP, contingency, risk, privacy) aligned to ISSO compliance cycles.

  • Apply methodology tailoring (Agile, waterfall, hybrid) at each task‑order kickoff.

  • Provide tools, templates, training, and PM advisory support to NOAA staff.

  • Maintain a continuous transition/knowledge‑capture backlog to support staffing changes and Transition‑Out.

  • Lead quality control activities, including Section 508 compliance.


Required Qualifications
  • 8+ years federal IT/professional‑services PM experience with COR/CO interface responsibility.

  • PMP certification.

  • Experience managing firm‑fixed‑price task orders under GSA schedule, BPA, or IDIQ.

  • Strong MS Project skills; able to build and maintain an IMS.

  • Experience running agile/Kanban delivery in compliance‑driven environments and producing traditional federal reporting.

  • Excellent written communication; comfortable owning executive‑level deliverables under tight deadlines.


Preferred Qualifications
  • Certified Scrum Master and/or ITIL.

  • Prior NOAA, NOAA OCIO, or DOC program support experience.

  • Familiarity with NIST 800‑53 documentation and ISSO coordination.

  • SAFe or Lean Portfolio Management experience.

  • Section 508 experience.

  • Experience leading contract transitions and incumbent capture.
