We are seeking a Data Engineering Manager. This role will be responsible for building, managing, and enabling high performing data engineering teams that deliver secure, scalable, and compliant data platforms and pipelines for internal initiatives and government contracts.

This position is contingent upon your ability to obtain/maintain a Secret security clearance

In this role, you will:

  • Lead and manage data engineering teams responsible for the design, development, deployment, and sustainment of data pipelines and data platforms supporting analytics, reporting, and AI/ML use cases.

  • Establish and enforce data engineering standards, best practices, and reusable patterns aligned with Serco’s data platform reference architecture and DevOps principles.

  • Oversee the full data lifecycle, including data ingestion, transformation, storage, quality, governance, security, and observability across batch and, where appropriate, streaming workloads.

  • Partner with program managers, solution architects, data scientists, analysts, cybersecurity staff, and customer stakeholders to translate mission and business requirements into robust technical data solutions.

  • Ensure data engineering solutions comply with applicable federal security, privacy, and compliance requirements

  • Drive adoption of cloud native and hybrid data platforms, IaaC, and CI/CD pipelines to improve reliability, scalability, and delivery speed.

  • Mentor and develop data engineers, foster technical growth, disciplined engineering practices, and a culture of documentation, testing, and continuous improvement.

  • Support capture and proposal efforts by defining data engineering approaches, estimating level of effort, and articulating technical solutions for government solicitations.

  • Identify opportunities to automate data governance, data quality checks, monitoring, and operational support to reduce manual effort and delivery risk.

  • Provide technical leadership and risk management across multiple programs, ensuring consistent, repeatable delivery of data engineering capabilities.

To be successful in this role, you will have:

  • U.S. Citizenship

  • An active Secret Security Clearance, or the ability to obtain one

  • Bachelor’s degree in computer science, engineering, information systems, data science, or a related technical discipline (advanced degree preferred).

  • Minimum 8 years of progressive experience in data engineering, data platform development, or closely related roles, including 2 years in a technical leadership or management capacity

  • Demonstrated experience designing, building, and operating production grade data pipelines and platforms in cloud or hybrid environments (AWS, Azure, and/or GCP)

  • Strong hands-on knowledge of technologies such as Linux, Python, SQL, Spark, Databricks, Airflow or equivalent orchestration tools

  • Experience with modern data lakehouse and warehouse platforms

  • Experience implementing DataOps, MLOps, and DevOps practices, including CI/CD, IaaC (e.g., Terraform), containerization (Docker/Kubernetes), and automated testing with knowledge of best practices for cost optimization

  • Working knowledge of data formats and architectures (e.g., Parquet, JSON, Delta, star/snowflake schemas, medallion architectures)

  • Proven experience implementing data security, access controls, encryption, and auditability in compliance with federal and enterprise requirements

  • Experience establishing data quality frameworks, observability, logging, and monitoring to support reliable, mission critical operations

  • Strong leadership, communication, and stakeholder engagement skills, with the ability to explain complex technical concepts to non‑technical audiences

  • Experience deploying solutions in government or highly regulated environments, with an understanding of compliance, documentation, and operational rigor expectations

  • Ability to travel up to 10%

Desired Qualifications:

  • Experience leading “big data” engineering efforts that support advanced analytics, AI/ML, or decision support systems

  • Familiarity with streaming technologies (e.g., Kafka, Kinesis) and event-driven architectures

  • Experience contributing to technical proposals, white papers, or solution architectures for government customers

  • Security + certification or other cyber certification/experience

Preferred Qualifications:

  • Experience with one or more of the following: Databricks, Alteryx, Dataiku

  • Experience with orals RFPs in government contracting environments
