Essential Functions
  • Under administrative direction, serves as a Business Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois State Police (ISP)performing complex professional and advisory functions for the Application Services. 
  • Develops user stories, use cases, and program specifications, supporting design, testing, training, knowledge transfer, system tuning, and system implementation efforts to ensure business analysis results are accurately  translated and maintained throughout the full System Development Life Cycle (SDLC).
  • Collaborates with Department of Innovation and Technology (DoIT) technical staff and serves as a project team leader on complex initiatives, overseeing project planning, task coordination, technical solution development, and quality assurance to ensure successful project delivery.
  • Analyzes and recommends new procedures and techniques to improve requirements gathering, articulation, process, and data modeling, testing and documentation process.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Applications Services or a related Information Technology field.
Specialized Skills
  • Requires three (3) years of professional experience applying System Development Life Cycle (SDLC) methodologies to analyze, design, develop, test, and implement complex application solutions.
  • Requires three (3) years of professional experience performing Business Process Design and Business Process Reengineering, including the definition, modeling, and optimization of business processes.
  • Requires three (3) years of professional experience conducting system analysis and design using visual process modeling, modeling techniques and standard modeling conventions.
  • Requires three (3) years of professional experience working with Relational databases and development technologies, including SQL or Oracle; Visual Studio, .Net Framework, Digital Signature and Workflow technologies, Adobe Acrobat/Designer, SharePoint administration, and Cloud-based development environments.
Preferred Qualifications (In Order of Significance)
  • Three (3) years of professional experience applying System Development Life Cycle (SDLC) methodologies to analyze, design, develop, test, and implement complex application solutions.

  • Three (3) years of professional experience working with Relational databases and development technologies, including SQL or Oracle; Visual Studio, .Net Framework, Digital Signature and Workflow technologies, Adobe Acrobat/Designer, SharePoint administration, and Cloud-based development environments.
  • Three (3) years of professional experience serving as a Business Analyst or Project Coordinator, coordinating the activities of a multi-level teams on complex technical projects to achieve defined project objectives.
  • Three (3) years of professional experience developing user stories, use cases, and program specifications; preparing test plans, test scripts, and test data for new or modified programs and/or systems and preparing and delivering presentations to varied audiences.
  • Ability to analyze data logically and exercise sound judgment in defining, evaluating, and resolving difficult administrative, organizational, technical, or operational problems, including those requiring  precedent-setting or research-based solutions
  • Ability to gain and maintain effective working relationships with internal staff, agency officials, vendors, clients, and project stakeholders.
  • Developed verbal and written communications skills, with ability to convey complex technical information clearly, precisely, and in a manner appropriate for diverse audiences.
