Job description

Overview
DecisionPoint Corporation is seeking an experienced Program Manager to serve as the Task Order Program Manager (TOPM) supporting the U.S. Military Entrance Processing Command (USMEPCOM). The Program Manager will serve as the contractor's single point of contact and authorized interface with the AAS Contracting Officer's Representative (COR) and the USMEPCOM Technical Point of Contact (TPOC) for all operational and technical matters.
This individual will provide overall leadership, management, and accountability for successful Task Order performance while overseeing the delivery of IT and mission support services. The Program Manager will establish and enforce work standards, oversee contractor personnel and subcontractors, manage schedules and operational priorities, resolve performance issues, and ensure all contractual requirements are executed efficiently and effectively.
The successful candidate will be a proven leader with exceptional program management, communication, and organizational skills who can successfully manage complex Federal IT programs with minimal Government direction while fostering a collaborative, customer-focused, and high-performing team environment.
This position is onsite at USMEPCOM Headquarters in North Chicago, Illinois.

Duties & Responsibilities
The Program Manager will:
  • Serve as the contractor's primary interface with the AAS Contracting Officer's Representative (COR) and the USMEPCOM Technical Point of Contact (TPOC) for all operational and technical matters.
  • Provide overall leadership, management, administration, and accountability for successful Task Order performance.
  • Establish, implement, and enforce work standards, operational procedures, and quality expectations across the program.
  • Assign contractor schedules, establish priorities, and oversee day-to-day contract execution.
  • Review work discrepancies and implement corrective actions to maintain high-quality service delivery.
  • Supervise contractor personnel and coordinate activities across subcontractors to ensure integrated program execution.
  • Communicate organizational policies, objectives, priorities, and program goals to contractor personnel and subcontractors.
  • Plan, coordinate, and execute complex IT and mission support activities with minimal Government direction and oversight.
  • Monitor program performance, staffing, schedules, deliverables, and operational metrics to ensure contractual compliance.
  • Identify program risks and implement mitigation strategies to support successful contract execution.
  • Prepare and deliver executive-level briefings, reports, and program documentation to Government leadership.
  • Foster continuous process improvement, operational excellence, and outstanding customer service throughout Task Order execution.
  • Exercise sound judgment and decision-making authority to support mission success and customer satisfaction.
Qualifications
Clearance Requirement
  • Active Secret Clearance required.

Education
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, Program Management, or a related discipline is preferred.

Experience (Required)
  • Must be an employee of the prime contractor.
  • Minimum of seven (7) years of experience within the past ten (10) years serving as a Task Order Program Manager (TOPM) or Program Manager leading and delivering IT and mission support services.
  • Minimum of five (5) years of recent experience planning and executing complex IT tasks and projects with minimal Government direction and oversight.
  • Demonstrated experience managing contractor personnel, subcontractors, schedules, work assignments, quality standards, and overall contract performance.
  • Experience serving as the primary interface with Government customers and senior leadership.
  • Demonstrated ability to lead multidisciplinary teams supporting complex Federal IT environments.

Technical Knowledge
  • Knowledge of IT program and project management principles and best practices.
  • Understanding of operational planning, workforce management, quality assurance, and performance management.
  • Familiarity with Federal Government and Department of Defense contracting environments.
  • Proficiency with Microsoft Office Suite and standard project management and collaboration tools.
  • Strong organizational, analytical, and problem-solving skills.

Certifications
Required at Time of Hire
Candidates must possess one of the following active certifications:
  • Project Management Institute (PMI) Project Management Professional (PMP); or
  • Project Management Institute (PMI) Program Management Professional (PgMP).

Required Within One Month of Employment
Candidates who do not currently possess the following certifications must obtain them within one month of hire. DecisionPoint will sponsor certification training and examination costs as needed.
  • DoDI 8570.01 Level I certification (or equivalent) or higher.
  • One or more infrastructure-related technology certifications.
