Job Description:

Saab, Inc. is seeking a dynamic Subcontracts Administrator to join our rapidly growing Supply Chain team. In this role, you will execute and manage high-dollar procurements with critical subcontractors in accordance with subcontract Statements of Work (SOWs). Experience with contract negotiations and navigating FAR and DFARS requirements is required.

Responsibilities:

  • Review, interpret, and flow mandatory requirements to ensure regulatory compliance and mitigate risk.

  • Create and manage Statements of Work (SOWs) and drive them through final review and Engineering Technical Review (ETR) release.

  • Issue RFI and RFQ packages and ensure receipt of complete information.

  • Conduct flow-down analyses to ensure compliance with customer requirements, including FAR, DFARS, FAA, and international standards.

  • Negotiate and manage supplier pricing, cost, schedule, and technical performance.

  • Execute Subcontracts, Inter-divisional Work Transfer Agreements, NDAs, Leasing Agreements, and Long-Term Agreements.

  • Write contract letters and maintain comprehensive legal records in accordance with U.S. Government Certified Purchasing System Requirements.

  • Support proposal costing efforts for subcontract material and labor.

  • Support business units across multiple sites, including international coordination.

  • Manage supplier performance, including facilitating Quarterly Business Reviews with critical suppliers.

  • Assist with metrics, reporting, continuous improvement, and other strategic initiatives as needed.

  • Travel up to 5-10% (typically one to two trips per year).

Syracuse, NY, or Orlando, FL: $80,900 - $101,100

Bristol, RI: $89,000 - $111,200

Quincy, MA: $97,000 - $121,300

Skills and Experience:

Required Qualifications:

  • BA/BS degree (preferably in Business, Supply Chain, or Engineering) with 5+ years of experience, or an MBA/MS/JD with 3+ years of experience, or an equivalent combination of education and experience.

  • Experience with USG, DoD, or FAA contracts and knowledge of Government and commercial contracting methods and contract types.

  • Experience creating and managing Statements of Work (SOWs) through Engineering Technical Review (ETR) release.

  • Advanced purchasing experience with a comprehensive understanding of procurement fundamentals, including creating and managing purchase orders in an ERP system.

  • Strong negotiation skills.

  • Analytical thinking and problem-solving with the ability to apply sound judgment and creativity.

  • Financial acumen with the ability to assess cost reasonableness.

Desired Qualifications:

  • Professional certification (CCCM, CFCM, CPCM) or advanced degree preferred.

  • Cross-functional experience in Quality, Engineering, Finance, Manufacturing, or Program Management.

  • Continuous improvement experience including Black Belt or Green Belt certification.

  • Strong interpersonal and communication skills.

  • Leadership capability and effective presentation skills.
