Responsibilities & Qualifications

We are seeking a Program Manager (PKE) - Key Personnel to join our team supporting the DISA PKI Public Key Enablement (PKE) Engineering Support Task Order (SETI Small Business) in Fort Meade, Maryland.

REQUIRED QUALIFICATIONS

Experience

  • Ten (10) or more years of progressive IT, cybersecurity, PKI/PKE or technical program or project management experience, including at least five (5) years managing DoD or federal IT programs of similar size, scope, and complexity. 
  • Demonstrated deep technical PKI knowledge, rigorous regulatory and compliance expertise, and proven IT modernization leadership, with the ability to provide technical direction in addition to standard program and project management.
  • Demonstrated understanding of the dependencies between certificate issuance, Active Directory/LDAP replication, and endpoint enrollment.
  • Working knowledge of military security boundaries, CA and Hardware Security Module (HSMs) architectures, and the transition to Post-Quantum Cryptography.
  • Demonstrated ability to translate compliance, policy, and security framework guidelines into actionable project tasks.
  • Experience managing performance-based, Firm Fixed Price task orders, including earned value or equivalent cost/schedule control and formal CDRL delivery.
  • Demonstrated ability for oral and written communication with the highest levels of Government and corporate management.
  • Experience leading multi-partner or joint venture teams with subcontractor coordination.
  • Proficiency with Microsoft Teams and Microsoft Outlook for written communication with the COR; experience with Agile tooling and schedule management software.

Certifications

  • Certification: DoD 8140 Cyber Workforce Qualification Program, IAM Level II or higher, required at time of assignment.

Education

  • Education: Bachelor's degree in Information Technology, Engineering, Computer Science, Management, or a related field. Master's degree and PMP certification preferred.

  •  Active Secret clearance required. Must be onboard at the start of the Period of Performance.

RESPONSIBILITIES

  • Serve as the designated Program Manager and technical lead for the Task Order, providing a single contractor point of coordination to the Contracting Officer Representative (COR) while maintaining technical oversight of PKI/PKE engineering activities.
  • Be available to the COR within one hour of notification at the work site location, Monday through Friday, 0800-1700, and provide a designated backup when unavailable.
  • Execute Task Order Management, including the Task Order Management Plan (TOMP), and lead the 30-day Transition-In: software and account inventory, SOP transfer, GOTS source-code repository access, privileged account provisioning, knowledge transfer, and assumption of duties.
  • Deliver Task Order Reporting, including Monthly Status Reports covering funding execution against projection, unexpended balances, CLIN ceiling and run-out dates, organizational chart and personnel roster, DoD 8140 certification status, support request volumes by CC/S/A, RA/LRA/KRA activity, Change Request summaries, and NPE certification status; plus weekly status reports.
  • Develop and maintain a single Integrated Master Schedule with at least three levels of definition, delivered within 14 calendar days of award and updated weekly, capturing PKI milestones including certificate and software license expirations.
  • Manage the PKE team using an agile delivery cadence; the Government prefers C2SF and Scrum-based execution.
  • Represent the program at recurring and standalone meetings, Program Management Reviews, quarterly Technical Interchange Meetings, and the PKI Quarterly Summit, providing meeting notes and minutes.
  • Coordinate proactively with the separate PKI Sustainment contractor and other engineering vendors at the RA, ECA, and tools boundary so the enablement and sustainment efforts operate as complementary programs.
  • Bridge policy and technical implementation by translating compliance, policy, and security framework guidance into actionable project tasks.
  • Manage cost, schedule, and performance for a Firm Fixed Price labor CLIN with cost-reimbursable Materials, Travel, and Surge CLINs, including purchasing support and the Priced Bill of Materials approval workflow.
  • Oversee quarterly newsletters, community collaboration, website content currency, and conference and PKE subtrack support.
  • Maintain the risk register, Quality Assurance program, and Configuration Management discipline, submitting Change Requests through the PKI Configuration Management process and the Remedy tracking system.

Target salary range: $100,000 - $160,000.The salary range displayed is an estimate and will be determined based on several factors, including the individual's combination of education, knowledge, skills, competencies, and experience, as well as contract parameters and organizational requirements. The listed salary represents one component of the total compensation package for employees.
