About the role:
Bixal is seeking a Content Strategist / Information Architect for a project that supports a large-scale outreach and engagement effort, delivering strategic communications, content and creative services, digital strategy, and audience engagement across public-facing websites, applications, and social media platforms. The work is paired with the IT, cybersecurity, and data operations needed to keep that digital presence secure, reliable, and available around the clock. The program's mission is to ensure the intended audience receives timely, accurate, and accessible information about the programs, services, and policies that affect them - with content and platforms built to scale, adapt to changing needs, and hold up to federal compliance and security standards.
The Content Strategist / Information Architect shapes how content is planned, structured, and organized across the program's public-facing websites and applications so that users can find, understand, and act on information efficiently. This role guides content strategy across its full lifecycle, from audience research and planning through development, ongoing management, governance, and publishing, while contributing information-architecture expertise to usability testing, content governance, and search discoverability.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal's mission of delivering innovative, human-centered solutions. Compensation:
The salary range for this role is $87,000 - $95,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities:
  • Administer content strategy and information architecture across the full content lifecycle, from planning and development through management, governance, and publishing.
  • Develop and maintain user personas, user stories, and journey maps for key audience segments, identifying content needs, gaps, and opportunities to inform strategy.
  • Build and maintain content taxonomies, metadata schemas, and information architecture models that support findability, reuse, and consistent navigation across websites and applications.
  • Define content structure and organization standards (e.g., page templates, content types, metadata tagging conventions) for content authors and editors to follow, coordinating with SEO on structural elements that support discoverability at the point of creation.
  • Review content within the CMS for clarity, findability, accessibility, and usability, recommending structural, navigational, or governance improvements informed by data and user needs.
  • Establish and document information-architecture standards and permissions structures that support consistent content governance and auditability.
  • Ensure content structure and metadata remain consistent across distribution channels and rendering formats during publishing.
  • Design and participate in usability testing, contributing IA-specific test scenarios (e.g., card sorting, tree testing, navigation tasks) and translating findings into structural recommendations.
  • Partner with SEO and digital strategy teams on keyword-informed taxonomy and site-structure decisions that support both user experience and organic search performance.
  • Support development of journey maps tied to specific audience events or milestones to identify structural and content gaps.
  • Contribute content-structure findings and recommendations to required lifecycle and performance reporting.
  • Maintain awareness of accessibility requirements (Section 508, WCAG) as they inform content and navigation structure decisions.
  • Other relevant duties as qualified/trained to perform

Qualifications:
  • This position requires an active Secret Clearance.
  • BA in Communications, English, Information Science, Technical Communication, or UX Writing.
  • Minimum 6 years of experience in content strategy, information architecture, or UX-focused content work, ideally within a large public-facing website or application environment.
  • Demonstrated experience building taxonomies, sitemaps, content models, and/or metadata frameworks.
  • Experience developing personas, journey maps, and other user-research-informed strategy artifacts.
  • Familiarity with usability testing methods (e.g., card sorting, tree testing, moderated user testing) and translating findings into actionable structural recommendations.
  • Working knowledge of content management systems and accessibility standards (Section 508/WCAG).

Nice to Have Skills and Experience:
  • Experience supporting a DoD, federal, or other large-scale government-facing digital program.
  • Familiarity with tools such as Optimal Workshop, Figma, or similar IA/UX research tools.
  • Background in editorial or content operations in addition to information architecture.
