Position Overview

We are seeking a Program Manager to serve as the senior leader responsible for overall contract execution, ensuring successful delivery of Tactical Communications (TACCOM) Operations and Maintenance (O&M) Engineering Support Services. This position provides strategic leadership, manages cost, schedule, quality, and risk, and serves as the primary interface with the Government.


Duties and Responsibilities

  • Oversee the overall execution of TACCOM projects and serve as the primary point of contact for the agency regarding system planning, design, execution, services, and issue resolution
  • Direct contract performance, staffing, resource management, and program execution across multiple concurrent projects
  • Assist with technical and administrative functions, including contracts management, reporting requirements, leadership liaison, and communications
  • Oversee project planning, integrated schedules, reporting, and performance metrics
  • Ensure programmatic services employ ISO 9001, PMI, and ITIL best practices
  • Lead subcontractor and vendor performance management
  • Provide executive briefings, status reports, and strategic recommendations to Government leadership
  • Support modernization initiatives for P25 tactical communications infrastructure
  • Ensure at least 70% of proposed personnel, including Key Personnel, are onboard within the first 60 business days of transition-in
  • Represent the program in Post-Award Conferences, monthly progress meetings, and other Government-requested reviews
Requirements:
  • Demonstrated experience successfully deploying P25 digital, encrypted, interoperable tactical communications systems in support of federal law enforcement
  • Proven track record planning, scheduling, staffing, and coordinating large-scale technical programs of comparable size and complexity
  • Strong working knowledge of DHS IT policy environments, federal contracting, and program financial management
  • Bachelor's degree or equivalent experience
  • Must be able to obtain and maintain a Public Trust suitability determination
  • Minimum 10 years of program management experience
  • U.S. citizenship required
