New\r\nemployees accepting this recruitment bonus must commit to two consecutive years\r\nof employment with DHSS. You must be a new employee to the state to be\r\neligible for this incentive.\r\n\r\nReferral bonuses of $1,000 are available to current DHSS employees who\r\nrefer new hires to the state in the following classifications: Advanced\r\nPractice Nurse, Nurse Consultant, Nursing Supervisor, Compliance Nurse,\r\nRegistered Nurse, Licensed Practical Nurse, and Certified Nursing\r\nAssistant.Referral bonuses of $1,000 will be paid in quarterly\r\ninstallments over the first year of hire of the referred applicant.\r\n\r\nNOTE: This program is administered by the Department of Health and Social\r\nServices. The program may be terminated by the State at any time.\r\n

Summary Statement

The Nurse Consultant provides leadership and consultation for public health nursing services, supporting clinic operations, nursing practice standards, regulatory compliance, quality assurance, and staff development. Responsibilities include developing clinical guidance, educating staff, monitoring documentation and licensure requirements, supporting billing and reimbursement processes, improving workflows, and promoting high-quality, compliant, patient-centered care. The position serves as a resource for clinical, operational, and programmatic nursing issues.\r\n

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Independently manages and provides direct care to a group of patients with needs in a specialty area.\r\n Advises public health groups and members of the public health care team on matters related to nursing services and health care.\r\n Analyzes nursing techniques and recommends modifications based on state-of-the-art technological knowledge.Serves as resource nurse and point-of-contact for a specialty area developing the overall nursing plan for maintaining current nursing practice in that specialty.\r\n Assists public health nursing services in developing and carrying out staff education programs.Prepares educational materials and assists in planning and developing health and educational programs for community groups.\r\n Provides assistance in developing guidelines and manuals for specific aspects of nursing services.Formulates standards of nursing practice in a specialty area and ensures quality assurance and compliance.\r\n Prepares or furnishes data for articles and lectures and participates in surveys and research studies.\r\n Conducts workshops, conferences, and seminars in the specialty and may be required to speak before special interest groups, community organizations, medical and health care groups, or the general public.\r\n Prepares a variety of records, reports, and summaries in support of program planning, organization, implementation and evaluation.\r\n May be required to train student nurses and other health care team members in the incumbent's specialized area of nursing.\r\n May serve on a variety of committees, boards or commissions representing the Department as the expert in a specialized area of nursing.\r\n Assigns, reviews and evaluates the work of staff assigned to specialty program, coordinates and may oversee the work of health care team members providing program services. \r\n\r\n

JOB REQUIREMENTS for Nurse Consultant\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas: \r\n\r\n Possession of a Masters degree or higher inNursing or Nursing Education. \r\n Possession of a Delaware Registered Nurse license OR multi-state compact license. \r\n\r\n
