Job Description:
• Must have direct experience as a CST domestically or overseas, with experience on at least three distinct construction projects.
• Use this grade only when work complexity matches grade requirements and to supervise CST personnel, Grades 3 - 4, as warranted by the task or PMP.
• Report on complex security issues to the GTM and SSM.
• Recommend staffing strategies for large and complex projects.
• Recommend budget/fiscal strategies that maximize efficiency across the task or assigned area.
• Completion of a recognized Construction Surveillance Course, such as the SE-630, sponsored by Department of State.
• Have experience commensurate with the grade in at least one of the following areas of expertise: o Construction security surveillance.
o Technical surveillance countermeasures.
o Industrial or government security involving counterintelligence.
o Construction quality assurance.
o Direct supervisory construction experience.
• Be knowledgeable of the principles of all construction disciplines, including Civil, Architectural, Mechanical, Electrical, and Electronic Engineering.
• Have knowledge of technical surveillance countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
• Be able to effectively communicate in English, as well as be able to write detailed reports, analyses of problems, findings, and security situations requiring staff actions.
• Be capable of independent decision - making, possess a high degree of individual initiative, and function with minimal supervision.
• Must have direct experience as a CST domestically or overseas, with experience on at least two distinct construction projects.
• Functional Responsibilities: o Monitor cleared and un-cleared workers during designated phases of construction.
o Inspect material, equipment and furnishings designated for use within Secure Areas of a construction site utilizing x-ray machines, metal detectors, visual or other approved methods.
o Read and analyze designs and blueprints and recognize the architect's intended use –
• Be capable of analyzing designs and structural complexities, which intend to mask an ulterior purpose not wanted by the architect. o The Contractor shall test CST candidates for this qualification and provide proof of expertise, to include prior work experience involving design analysis and familiarity with reading blueprints to determine architect's vision, prior to commencement of work.
• Assist in the random selection of materials required for construction and installation in secure areas and areas contiguous to the secure space.
• Must be open to specialized training and studying FBI policy, which will include in the Training Roster, as referenced under paragraph 3, Contract Deliverables, of this Statement of Work.
• Maintain detailed daily logs during their shift; logs are to be submitted to their supervisor who will review them for accuracy and present them to the SSM.
• Utilize varied means of inspection to include, but not limited to, metal detectors, x-ray machines, Non-Linear Junction Detectors, and visual/physical examination of materials for clandestine technical devices.
• May partner with or be used in lieu of a Grade 3 Inspection Specialist, depending on the complexity of the work needed at a given site/time.
• Edit / review logs, complex reports, and plans.
• Attend senior level meetings representing this discipline of security.
• Review intelligence / security reports and brief subordinates.
• Adapt surveillance techniques based on intelligence or best practices.
