Job description

Position Overview

Woolpert is seeking a Construction Manager to lead and grow our Construction Engineering & Inspection (CE&I) services in Indiana. This is a seller-doer role responsible for developing client relationships, winning work, and delivering high-quality construction services for INDOT, municipal, and Local Public Agency (LPA) clients.

The successful candidate will leverage existing relationships, build new partnerships, and expand Woolpert's presence in the Indiana transportation and public works market, including strategic teaming with larger design firms.

We are unable to provide visa sponsorship for this position.  Applicants must already possess work authorization in the country the job is located.

What You Will Do:

Business Development

  • Develop and maintain relationships with INDOT districts, LPAs, and municipal clients
  • Identify, pursue, and secure CE&I and construction services opportunities
  • Lead proposal development, interviews, and contract negotiations
  • Establish and grow teaming relationships with larger design firms to position for prime and subconsultant work
  • Support expansion of services across transportation, aviation, water, and energy markets

Project Management & Delivery

  • Serve as Construction Manager / Project Manager on CE&I assignments
  • Manage construction inspection services including:
    • Materials testing and documentation
    • Pay estimates and change orders
    • Construction records and compliance tracking
  • Ensure successful delivery aligned with INDOT standards, client expectations, and project requirements
  • Coordinate with contractors, owners, and stakeholders to proactively manage risk and resolve issues
  • Maintain accurate project documentation and reporting (e.g., SiteManager or similar systems)

Leadership & Team Development

  • Recruit, mentor, and manage construction staff including project engineers and inspectors
  • Build a high-performing CE&I team in Indiana capable of supporting sustained growth
  • Promote a culture of accountability, adaptability, and continuous improvement
  • Support resource planning and staffing across projects

What You Will Bring:

Required Qualifications

  • 10+ years of experience in construction management, CE&I, or construction inspection
  • Demonstrated experience working with INDOT and/or Indiana LPA clients
  • Proven ability to develop client relationships and win work
  • Strong understanding of roadway, bridge, and/or public infrastructure construction
  • Experience managing construction documentation, materials records, and pay estimates

Preferred Qualifications

  • INDOT certifications (or ability to obtain), such as:
    • Project Supervisor
    • Bridge Construction / Deck Repair
    • Concrete or Asphalt certifications
    • SiteManager proficiency
  • Established relationships with INDOT districts, municipalities, or local agencies
  • Experience teaming with national or regional design firms
