Role Overview
The Construction Manager (CM) will lead the construction phase of a large-scale industrial wastewater treatment and process water system supporting semiconductor fabrication in Boise, Idaho. The CM is responsible for managing the relationship between the customer (Owner), the General Contractor (GC), and the internal site construction management team and ensuring the project is delivered safely, within scope, and on budget.
Responsibilities
Client & Stakeholder Management
  • Serve as the primary construction contact for owners, engineers, inspectors, and subcontractors.
  • Attend owner meetings and provide project updates.
  • Build and maintain positive client relationships throughout project execution.
  • Resolve construction conflicts professionally and efficiently.
  • Coordinate responses to Requests for Information (RFIs), field directives, and design clarifications.
  • Support business development efforts by maintaining exceptional client satisfaction.

Construction Leadership
  • Lead all field construction activities for multiple wastewater treatment projects simultaneously.
  • Develop and implement comprehensive construction execution plans.
  • Direct daily field operations while maintaining alignment with project schedules and budgets.
  • Coordinate construction sequencing with engineering, procurement, and commissioning teams.
  • Manage project mobilization, site logistics, temporary facilities, and workforce planning.
  • Review construction drawings and specifications for constructability.
  • Ensure compliance with all owner specifications and contractual obligations.

Project Execution
  • Deliver projects safely, on schedule, within budget, and to required quality standards.
  • Monitor project progress using established KPIs and reporting tools.
  • Identify schedule risks and implement mitigation strategies.
  • Manage construction budgets, labor productivity, equipment utilization, and subcontractor performance.
  • Review and approve contractor invoices, change orders, and progress billing.
  • Participate in project forecasting and financial reporting.
  • Coordinate equipment deliveries and installation activities.

Contract Administration
  • Interpret construction contracts and subcontract agreements.
  • Review project scope for contractual compliance.
  • Manage field change documentation.
  • Prepare cost estimates for change orders.
  • Negotiate subcontractor issues and claims.
  • Support project managers with contract administration activities.

Internal Team Leadership
  • Supervise superintendents, field engineers, inspectors, and project coordinators.
  • Mentor junior construction professionals.
  • Conduct employee performance evaluations.
  • Assist with workforce planning and hiring recommendations.

Requirements
Qualification
  • Bachelor's degree in Civil, Environmental, Mechanical, or Chemical Engineering, or Construction Management

Skills
  • Expertise in water treatment processes, strong communication, and project management software proficiency.
  • Proficiency with project tools such as Procore, Bluebeam, and Primavera P6.

  • 10+ years in industrial construction management, preferably with at least 5 years specifically in semiconductor or high-tech facilities.
  • Minimum 5 years managing large industrial or municipal wastewater treatment construction projects.
  • Experience with EPC (Engineering, Procurement, Construction) project delivery.
  • Experience managing projects valued between $10 million and $150 million.
  • Experience overseeing multiple concurrent construction projects.
  • Demonstrated experience with self-perform and subcontractor management.

Certificate
  • Construction Manager (CCM) or Professional Engineer (PE) is highly preferred
