CONSTANT is a consulting firm focused on high-consequence environments, supporting government partners across defense, homeland security, and public health. We help federal and SLTT partners navigate complex risks and enable faster, better decisions through planning, training, exercises, and technology-enabled decision support.
Position Summary
We are seeking an Emerging Threats Portfolio Manager to build, scale, and lead a portfolio of work across national security and complex risk environments, primarily within DoD/DoW, DHS, and related agencies.
This is a builder role responsible for supporting pipeline development, managing capture, converting it into revenue, and delivering high-impact work. You should be able to help shape work before it exists, win it, and lead it, supported by a strong team.
What You'll Do
Build & Grow a Portfolio
  • Working with our Business Development team, establish and grow a book of business within DoD/DoW, DHS, and adjacent mission spaces
  • Inform a qualified pipeline with clear ownership of growth targets
  • Convert opportunities into wins, including new work and expansion efforts

Drive Business Development & Capture
  • Shape opportunities pre-RFP through direct client engagement
  • Build relationships with decision-makers and partners
  • Lead or support capture, including positioning, teaming, and solutioning

Deliver High-Impact Work
  • Lead execution across a portfolio, ensuring strong client outcomes, quality, and margin
  • Serve as a trusted advisor in high-consequence environments

Location
  • Must be based in the Washington, DC / National Capital Region
  • Hybrid; most work is remote with regular in-person client engagement
  • Travel outside of the National Capital Region is approximately 10%

Must-Have Qualifications
  • 10+ years supporting DoD/DoW, DHS, or aligned federal missions
  • Experience contributing to or leading pipeline development and capture
  • Proven ability to build client and partner relationships
  • Experience leading complex program delivery (scope, budget, staffing)
  • Ability to obtain a Top Secret security clearance

Nice-to-Have Qualifications
  • Prior management of a portfolio of projects with DHS and/or DoD/DoW related to CONSTANT's mission, capabilities, and targets
  • Proficiency with ERM and CRM tools

Compensation & Incentives
  • Base salary: $140,000-160,000
  • Performance-based bonus with meaningful upside tied to revenue generation (including expansion work), portfolio growth, and delivery outcomes
