Role: ServiceNow Lead Developer/Administrator

Location: Austin, TX (Remote/ Hybrid)

The ServiceNow Lead Developer/Administrator will lead the end-to-end ServiceNow implementation for the Texas Department of Family and Protective Services (DFPS). This position will also serve as the ServiceNow Administrator and provide technical leadership throughout the implementation lifecycle.

Key Responsibilities

  • Lead end-to-end ServiceNow implementation activities at DFPS.
  • Provide hands-on ServiceNow configuration, development, customization, administration, and integration services.
  • Serve in a quality assurance capacity for project deliverables.
  • Lead technical design, implementation, testing, deployment, and platform support activities.
  • Deliver automated, end-to-end solutions for user provisioning, ITIL processes, ticketing, workflow customization, process automation, reporting, dashboards, and system configuration.
  • Design and implement enterprise-scale ServiceNow architecture across ITSM, ITOM, ITAM, CMDB, Discovery, Service Mapping, SecOps, IRM/GRC, SPM, HRSD, and related platform areas.
  • Define enterprise CMDB and Common Service Data Model (CSDM) strategies.
  • Establish CMDB governance processes and ensure data quality across supported environments.
  • Design and implement Service Graph Connector architecture and integrations.
  • Lead executive and stakeholder discussions related to architecture decisions, risks, scalability, modernization opportunities, and implementation strategy.
  • Establish ServiceNow governance frameworks, architecture standards, and platform operating models.
  • Provide technical leadership for cloud platforms, identity management, security, and enterprise integrations.
  • Implement DevSecOps, CI/CD, Automated Test Framework (ATF), source control, automated deployment, and release governance practices.
  • Implement and manage ServiceNow integrations with custom-built applications, commercial off-the-shelf products, SaaS platforms, and enterprise systems.
  • Design and develop inbound and outbound integrations using REST, SOAP, APIs, Azure Integration Services, email infrastructure, and event-driven integration patterns.
  • Integrate ServiceNow with Azure, Entra ID (Azure AD), LDAP, Active Directory, SSO, MFA, RBAC, identity governance, and other security services.
  • Configure and support ServiceNow Discovery, Service Mapping, Mid Server, Service Graph Connectors, and related infrastructure management capabilities.
  • Participate in process-flow analysis and process-redesign sessions.
  • Analyze how changes in one ServiceNow module may affect other modules and ensure that configurations do not create negative impacts.
  • Develop and maintain ServiceNow solutions using JavaScript, Script Includes, Business Rules, Flow Designer, Integration Hub, and scoped applications.
  • Perform platform performance tuning, instance health monitoring, scalability planning, upgrade management, and release coordination.
  • Lead and support five or more end-to-end ServiceNow implementation projects.
  • Work effectively with remote teams and distributed project stakeholders.
  • Share best practices and provide consultative guidance throughout technical design and implementation activities.
  • Lead stakeholder presentations, implementation discussions, knowledge-transfer sessions, and training for less experienced staff.
  • Prepare and maintain technical documentation, including technical design documents, implementation plans, configuration plans, architecture standards, and operational procedures.
  • Perform other duties as assigned.

Required Certifications

  • ServiceNow Certified System Administrator (CSA) certification.
  • ServiceNow Implementation certification or equivalent Implementation Specialist certification.

Candidate Skills and Qualifications

Minimum Requirements

  • At least 8 years of hands-on ServiceNow development, customization, and administration experience in ITSM, ITOM, SAM, ITBM, or equivalent ServiceNow platform areas.
  • At least 5 years of experience working with most of the following ServiceNow areas and practices:
    • ITBM.
    • DevOps.
    • SecOps.
    • ITOM.
    • ITAM.
    • IRM/GRC.
    • ITSM.
    • Change Management.
  • At least 5 years of working knowledge of ServiceNow modules and processes, including:
    • User provisioning.
    • Incident Management.
    • Problem Management.
    • Change Management.
    • Asset Management.
    • Configuration Management Database (CMDB).
    • Service Catalog.
    • Email modules.
  • At least 5 years of experience designing, developing, and implementing inbound and outbound ServiceNow integrations using Azure AD, trusted sources for SSO, Mid Server, REST, SOAP, web services, email, and other relevant technologies.
  • At least 4 years of experience leading ServiceNow implementation activities, presenting to leadership, communicating with stakeholders, and training less experienced staff.
  • Excellent verbal and written communication skills.

Preferred Qualifications

  • At least 8 years of industry and project experience with ServiceNow.
  • At least 5 years of experience with ServiceNow System Administrator and/or Implementation Specialist certifications.
  • At least 5 years of experience preparing technical documentation, including technical design documents, implementation plans, and configuration plans.
  • At least 5 years of experience implementing core process areas, including:
    • User Provisioning.
    • Incident Management.
    • Problem Management.
    • Change Management.
    • Service Catalog.
    • Request Management.
    • CMDB.
  • At least 3 years of technical programming experience with languages and technologies such as Java, JavaScript, SQL, or equivalent.
  • Expert-level experience with JavaScript, Script Includes, Business Rules, Flow Designer, Integration Hub, and scoped application development.
  • Experience implementing ATF, CI/CD pipelines, source control integration, automated deployments, and DevOps processes.
  • Experience with REST, SOAP, APIs, Azure Integration Services, and event-driven integrations.
  • Experience with Azure, Entra ID (Azure AD), identity governance, MFA, SSO, RBAC, and enterprise security integrations.
  • Experience with ServiceNow Discovery, Service Mapping, Service Graph Connectors, LDAP, Active Directory, email infrastructure, and web services.
