Job Overview
Net Power is seeking a Document Control & Configuration Management Specialist (on a contract basis) to own the end-to-end flow of engineering and construction data artifacts across our PTC Windchill PLM environment and our external project collaboration platforms (Oracle Aconex and/or Procore). In this role the incumbent will serve as the vital bridge between Net Power's internal engineering organization and our external EPC, vendor, and construction partners - ensuring every drawing, specification, submittal, transmittal, and change is correctly versioned, routed, and traceable from design release through field construction and project closeout. The incumbent will administer configuration and change control to recognized standards (CMII/CM2, ISO, ASME) and maintain a single source of truth that keeps engineering, procurement, construction, and operations working from current, approved information.
This position is a contract role with the potential to convert to direct hire. While contract, the selected candidate will be employed and paid through a staffing agency. The role is based at our Houston, TX office in the Energy Corridor. Net Power offers a hybrid work schedule: In-office Tuesday through Thursday.
Key Responsibilities
  • Administer the PLM-CMS data bridge by managing the day-to-day flow of engineering and construction documentation between PTC Windchill (or comparable PLM) and the project CMS (Oracle Aconex / Procore), ensuring controlled documents, CAD files, and Bills of Materials released in the PLM are accurately published, distributed, and tracked through the CMS for external construction teams.
  • Manage the full document lifecycle of all data artifacts associated with engineering and construction activities - intake, numbering, indexing, transmittals, revision control, distribution, retention, and final archiving of engineering, vendor, and third-party documentation for the new-build project.
  • Own the Master Document / Deliverables Register (MDR) and Vendor Document Requirements List (VDRL), maintaining a live register that shows current revisions, due dates, transmittal references, and review / approval status so stakeholders always know what is outstanding, in review, or released.
  • Administer transmittals, submittals, RFIs, and correspondence in the CMS, registering, routing, and closing out incoming and outgoing items in Aconex / Procore and enforcing project workflows, distribution matrices, and turnaround commitments with external EPC and contractor teams.
  • Serve as primary liaison between engineering, procurement, project management, vendors, EPC partners, and construction contractors to resolve documentation discrepancies, reconcile competing versions, and maintain schedule and audit integrity.
  • Manage configuration and change control by processing Engineering Change Requests, Orders, and Notices (ECR/ECO/ECN) within the Windchill PLM ecosystem in accordance with CMII/CM2 configuration management standards, ensuring changes are assessed, approved, released, and communicated to all affected internal and external parties.
  • Govern system access, workflows, and metadata standards across the PLM and CMS - configuring user roles and permissions, document numbering schemes, metadata, object initialization rules (OIRs), and automated review / approval routing to keep the controlled data set consistent, secure, and audit-ready.
  • Provide training, audit support, and continuous improvement, coaching internal teams and external partners on document control and configuration procedures, leading version-control and audit-readiness initiatives, and supporting project closeout and handover deliverables (as-builts, O&M manuals, and turnover packages).
  • Workflow Management: Automated routing of engineering documents, CAD files, and Bills of Materials (BOMs) through proper review, approval, and release cycles in Windchill, and configuration of submittal / transmittal workflows in Aconex / Procore for external review.
  • Revision Control: Ensuring only the latest, approved revisions of documents (drawings, specifications, PDFs, Word, and Excel files) are accessible to engineering, construction, and operations teams to prevent the use of superseded information.
  • Change Control (ECR/ECO/ECN): Managing Engineering Change Requests, Orders, and Notices directly within the Windchill Product Lifecycle Management (PLM) ecosystem under CMII/CM2 configuration control and change management standards, and reflecting approved changes in the CMS.
  • Data Integrity & Compliance: Maintaining metadata, executing object initialization rules (OIRs), and ensuring strict adherence to industry standards such as ISO and ASME (e.g., ASME Y14.35). Maintain live deliverables registers showing current dates, revisions, and issuance statuses, and lead risk-mitigation through proactive version control and audit-readiness protocols that reduce compliance incidents.

Education and Experience
  • Bachelor's degree in engineering, construction management, information management, or a related technical / business field.
  • 5 - 7 years in document control, configuration / change management, or PLM administration supporting capital engineering and construction projects, ideally within Power, Energy, Chemical, Petrochemical, or heavy industrial / EPC environments.
  • Platform Skills: Hands-on experience administering a PLM system (PTC Windchill strongly preferred; Teamcenter, Enovia, or Arena also considered) together with a construction CMS / EDMS such as Oracle Aconex or Procore; proficiency with Microsoft Office and familiarity with CAD / BIM data is preferred.
  • Process Knowledge: Working knowledge of configuration management and change-control frameworks (CMII/CM2) and document / records standards such as ISO 9001 and ASME Y14.35, with practical experience handling transmittals, submittals, RFIs, and vendor document requirements lists (VDRLs) on capital projects. Relevant certifications (Aconex, CMII/CM2, or Certified Document Controller) are a plus.
  • Soft Skills: Exceptional attention to detail, strong problem-solving, and the ability to collaborate and communicate effectively across internal teams and external construction partners.
