The Texas Treasury Safekeeping Trust Company (TTSTC) is a special-purpose entity that manages, safeguards, and invests public funds and securities belonging to the state of Texas, its agencies and local political subdivisions of the state. TTSTC's special-purpose entity status provides the Comptroller's office direct access to specialized investment services and programs enabling the Comptroller to achieve the highest return at the lowest cost to the state.

General description

Join TTSTC Business Ops/IT team as a Computer Systems Analyst! This role performs as a Junior/Intermediate Simcorp Dimension (SCD) expert, with full stack development and technology architecture expertise to lead the optimization, integration and modernization of our investment technology landscape. Work involves directing the planning, budgeting, and analysis of user requirements, procedures, and problems to automate processing or to improve existing Texas Treasury Safekeeping Trust Company systems.  Work includes analyzing system functionality to identify and resolve problems; reviewing business requirements to ensure software conforms to requirement specifications and standards; preparing and conducting system testing to validate system is working as desired; evaluating software release notes and other data to determine, plan and coordinate software upgrades; coordinating activities across business units and technical resources; and serving as a liaison between CLIENT and external organizations in support of applications/systems.

Work Hours

Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.

This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

Minimum Qualifications
  • Graduation from an accredited college or university in a bachelor's degree.

  • At Least 2 years of experience with JavaScript frameworks and Microsoft technologies, specifically leveraging .NET and SQL server for database development.

  • At Least 2 years of experience using Agile methodologies.

  • At Least 2 years of experience working with Jira or Target Process software development management software.

  • At Least 2 years of experience working with Target Foundation Server or other source control management tools.

  • At Least 2 years full time experience in the following:

    • MS Visual Studio (or VS Code), .NET Framework, or Java Frameworks

    • C# or Java

    • HTML/CSS

    • JavaScript and/or Typescript

    • Web Application Development Frameworks such as Angular, React, or Vue.

    • Python

    • TSQL

    • Power BI, Tableau etc.

  • At Least 2 years full time experience performing MS SQL development for the following:

    • Stored procedures

    • Views

    • Database Design

  • At least 2 years of experience with project management, change management, strategic technology planning.
  • At least 2 years of experience in enterprise architecture, system integration and cloud technologies.
  • At least 2 years of experience as a systems analyst in the software development or finance industries with extensive experience composing business/software requirements, business process modelling, scrum/agile methodologies, test plans, writing test scripts, executing tests, or testing configurations.
  • At least 2 years of experience in design, development and automation of custom software solutions.

Preferred Qualifications
  • Bachelor's degree in Accounting, Finance, Mathematics Computer Science, Computer Information Systems, or Management Information Systems.

  • At least 2 years of experience with Simcorp Dimension implementation, integration and support at an investment management firm.

  • At least 2 years of experience working as a systems analyst in technology with investments, risk, compliance, middle office, operations, accounting at a buy side institutional firm.

Substitution:
  • One additional year of related work experience may substitute for 30 semester hours of required education, with a maximum substitution of 120 semester hours (four years).

LICENSES / CERTIFICATIONS

CFA, CPA, FRM, CIPM, CTP preferred

In this role you will
  • Help with Configuration, customization and optimization of SCD modules (Fund Accounting, Cash Management, Corporate Actions etc), including SCD upgrades, vendor co-ordination and integration with trading, risk, external data platforms (Bloomberg, FinServ etc).

  • Coordinates with system users and software developers to identify and analyze system requirements, develop functional design specifications, create user stories and test cases to meet requirements, and solve complex operational problems.  Evaluates software release notes and other data to determine, plan and coordinate software upgrades.  Evaluates new software modules to determine suitability for organizational use. Use waterfall and agile software development methodologies as appropriate.

  • Coordinates and/or tests and diagnoses financial accounting, general ledger, and investment performance systems to ensure requirements are met, verifies the software conforms to specifications, and all standards are met.  Oversees test planning and coordinates execution with appropriate resources.  Documents bugs identified.  Records test results and produces other system documentation as appropriate.  Facilitates user acceptance testing. Works with developers to ensure adequate automated test coverage.

  • Develop, implement and deploy custom solutions using Java, .Net, Python, SQL and API's, including design and enchantments for data architecture, reporting frameworks and cloud migration strategies.

  • Support IT teams in managing investment applications and interfaces, ensuring efficient issue resolution, system enhancements, and business process improvements. Assist in post-implementation support, system upgrades, and technology optimizations to enhance the firm's investment accounting, trading, and client-facing applications.
