Job description

Duties Description Under the general direction of the Manager of Information Technology Services 1 DB, within the Dedicated Support Division, Sector C, the Technology Analyst 2 Rapid Application Development (RAD) will be the Application Database Administrator for the Data Management team. The incumbent will also serve as back-up database administration support for other Oracle databases for other statewide applications such as New York State Electronic Personnel System (NYSTEP), New York Benefits Eligibility and Accounting System (NYBEAS) and various Merit Examinations Systems. The incumbent will assist in supervision of data management staff as well as other technical staff.
Specific duties shall include but are not limited to:
-Coordinating the database administration tasks among all applications, including prioritization of outstanding tasks, assigning tasks to subordinates and establishing time frames for their completion
-Developing work plans and carrying out complex technical duties associated with database updates
-Translating business process requirements into efficient database designs and processes
-Designing, developing, and implementing database structures to support new applications and systems
-Identifying and resolving technical problems such as SQL tuning and performance issues associated with projects and applications
-Performing Unix scripting and scheduling on Sun Solaris servers
-Performing Oracle and SQL Server database administration tasks
-Developing reports in OBIEE/OAS
-Creating ETL Jobs via Oracle Data Integrator.
-Developing and maintaining SQL stored procedures and views as necessary
-Developing, implementing, and maintaining security standards for databases
-Ensuring timely and reliable backup and recovery of all databases
-Monitoring and tuning database performance for all databases
-Working with outside resources (e.g. vendor technical support, technical bulletins, manuals, and consultants) to find technological solutions to complex problems
-Participating in project development teams as a representative of the Data Management Unit
-Providing expertise, as needed, to ITS staff outside of the Data Management Unit
-Performing a full range of supervisory activities
Minimum Qualifications Six (6) years of information technology experience, two (2) years of which must be within the discipline of rapid application development.
SUBSTITUTIONS:
• Associate's degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information echnology experience.
• Candidates in a bachelor's degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology
experience.
• Bachelor's degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience.
• Bachelor's degree in any field substitutes for two (2) years of general information technology experience.
• Master's degree or higher in computer science or related field substitutes for one year of general information technology experience.
Preferred Qualifications:
• Ability to diagnose application issues and decide what can be done with low-code instead of traditional coding.
• Intuitive understanding of turning ideas into working applications using drag-and-drop visual environment.
• Familiarity with pre-built templates, drag-and-drop visual interface, and entity builder.
• Basic knowledge of SQL, HTML, CSS, JavaScript, and general Web 2.0 techniques.
• Proven experience as a Software Analyst or similar role in software development, familiar with Agile or Scrum methodologies.
• Strong analytical, problem-solving, and troubleshooting abilities with attention to detail.
• Proven experience with low-code platforms such as OutSystems, Mendix, or Microsoft Power Apps.
• Strong understanding of software development life cycle (SDLC).
• Proficiency in designing and optimizing business process workflows.
• Experience with database management and integrations with external systems.
• Proficient in debugging and testing to ensure application quality.
• Knowledge of best practices and coding standards in software development.
• Excellent documentation skills, including technical specifications and user guides.
• Ability to work collaboratively in a team environment.
• Familiarity with Agile methodologies.
• Excellent communication skills for gathering requirements and
training end-users.
• Understanding of data protection and security policies.
• Ability to adapt to new features and updates on low-code platforms.
• Experience with performance monitoring and optimization of applications.
• Ability to manage regular maintenance and updates to applications.
• Strong coordination skills to work with IT and security
professionals, as well as other developers and departments.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
