Job description

Job Title: Information Systems Architect Location: Columbia, SC hybrid (2 days onsite per week) Position Type: C2C/W2 Years of Experience:10+ years Duration of the Contract: 12 months No relocation allowed. Project Scope: The Division of Technology Services seeks an experienced Information Systems Architect to lead the Web Application Development team supporting modernization of mission-critical applications for Social Services. This role will drive system architecture, SDLC planning, and delivery of new Economic Services solutions, including SNAP and TANF programs.

Key Projects: SNAP/TANF systems modernization and performance reporting alignment. API modernization and UAT for third-party integrations. ESSAM - eligibility and case management system modernization.

Key Responsibilities: Lead design and architecture of new and modernized IT systems. Oversee technical planning, integration, and development lifecycle. Collaborate with business analysts, developers, QA, and federal partners.

Ensure federal compliance (APD, security standards). Provide technical leadership and coordinate with 3rd-party vendors. Mentor team members and enforce architectural best practices.

Gather requirements, write specifications, create workflows/use cases. Support testing, process change requests and manage project scope. Required Skills & Experience: Bachelor's degree in computer science, Information Systems, or related.

8+ years in enterprise software architecture and project leadership. System engineering knowledge, modeling methods, workflow design. Excellent communication with technical and non-technical stakeholders.

Ability to work independently and coordinate across agencies. Strong leadership and initiative. Preferred Skills: Experience with State/Federal compliance (NIST, FISMA).

Human Services systems experience (Child Welfare, SNAP, TANF). Knowledge of data privacy laws (PII, PHI). Previous public sector/government project experience.
