Objectives
The Knox County Engineer's Office is seeking an Assistant Engineer. This person will assist the County Engineer in all responsibilities of the office involving road and bridge design, construction, and inspection; receives general supervision from the County Engineer but is expected to independently apply professional knowledge and skills to the solution of engineering problems.
Essential Functions
  • Demonstrates regular and predictable attendance.
  • Knowledge of civil engineering principles and practices.
  • Knowledge of land surveying principles and practices.
  • Responsible for obtaining field survey data for defining grades, lines, elevations and directions for construction of roads and bridges.
  • Planning of roads and bridges; prepares plans, specifications and estimates.
  • Provides and assists in the completion of the county bridge annual inspection program to include the filing of reports, maintenance of inventory and databases.
  • Inspects projects under construction for conformance with plans and specification; interprets plans and specifications to construction crew and contractors.
  • Represents the County Engineer in meetings with the public, community representatives, or public officials.
  • Works with ODOT and FHWA in planning and implementing Federal-Aid Road and Bridge Projects.
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to the essential functions of the position and all agency safety procedures.
  • Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training; may be required to attend public committee meetings after regular business hours. MINIMUM ACCEPTABLE CHARACTERISTICS: (* indicates developed after employment)
Knowledge of: civil and structural engineering principles; practices and techniques, hydrology, hydraulics and construction theories; construction materials and specifications; vendor product specializations; standards and testing procedures commonly used in the bridge and highway construction fields; computers and related design and analysis software; survey and civil design software; *policies, procedures and methods of the Office of the County Engineer and the relationship they have to work assignments; *the work rules; *the current collective bargaining agreement and the Knox County Personnel Policy Manual; *Federal and State Regulations regarding bridge inspections practices and ODOT bridge inspections and inventory manuals.
Ability to: read, analyze, and interpret civil engineering and survey plans, technical procedures, or governmental regulations; write reports, business correspondence, and procedure manuals; effectively present information and respond to questions from groups of managers, clients, customers, and the general public; comprehend and apply principles of mathematics and science.
Job Standards
EDUCATION AND/OR EXPERIENCE: Completion of post-secondary education in Civil Engineering or Construction Management. One to two years' related experience and/or training is preferred.
LICENSURE OR CERTIFICATION REQUIREMENTS: Possession of a valid Ohio driver's license with an acceptable driving record.
DESIRED QUALIFICATIONS: Bridge Inspection Certification, Surveyor Intern (SI) or Engineer Intern (EI), proficient with CAD based software, Microsoft Word & Excel. Familiar with Ohio Department of Transportation specifications.
Supplemental Information
EQUIPMENT OPERATED: Computer and modern-day office equipment; applicable computer software, mobile devices including but not limited to smart phone, I-pad/tablet, laptop computer; GPS equipment; rotary laser; total station, and optical level.
PHYSICAL DEMANDS AND SAFETY EQUIPMENT: Work is partially performed in a modern office environment with some physical demands; position requires walking in various terrains and conditions; exposure to all elements of weather; driving in and around Knox County; normal vision and hearing are required.
The incumbent is regularly required to use safety/seatbelts, vehicle lights, eye protection, hearing protection, leather gloves, highway safety vest, reflective roadway markers, steel-toed shoes, hardhat, and any other safety equipment to complete work duties and comply with OSHA regulations.
