Job Description

The Operations Computer Specialist is responsible for data integrity, data modeling, data display, data maintenance and data integration of the various BGE Supervisory Control and Data Acquisition (SCADA) systems such as the Energy Control System (ECS), the Distribution Automation System (DAS), the Network Management System (NMS), PI-Historian (PI), Distribution Management Information System (DMIS), Geographic Information System (GIS), CVR datalink and the Inter Communications Control Protocol (ICCP) data link. The SCADA systems are used by BGE's System Dispatchers to monitor and control the BGE electrical system (Transmission, Sub-transmission and Distribution) in real time.

Qualifications

To accurately maintain BGE's computer control systems, the Operations Computer Specialist utilizes SQL, Unix commands, Oracle forms, Digital Logic (DA) and Siemens Spectrum software to process data maintenance and write scripts; utilizes Siemens Spectrum and Digital Logic DA editors to build displays and computer linkages; utilizes Oracle DMS / OMS software to perform OMS model builds; supports capital project installations by coding base application databases for SCADA systems; build RTU timing tables; provide calculations for transmission, sub-transmission and distribution line data; builds computer displays/linkages and conducts testing between system dispatcher consoles and field equipment; integrates new DA equipment into the distribution auto-restoration program; codes the ECS Network Applications database and builds computer displays for the security analysis package; updates network control systems together by Coding ICCP (data link) database so they are completely integrated; leads and coordinate the functional testing of new and existing applications (e.g. voltage reduction, load shedding, load management, outage management etc.), coordinates and tests the transferal of the BGE transmission system data with the PJM Interconnection personnel via ICCP data link, diagnoses BGE to PJM communications and data problems necessary for the integrity of PJM's security analysis results, notifies PJM of BGE transmission rating changes via PJM's eDART system; investigates SCADA hardware/software problems with internal BGE IT or external vendors; and support Distribution and Transmission System Operations during storms and system emergencies such as generator capacity deficiency periods.

This position may be required to work extended hours, including 24x7 coverage during storms or other energy delivery emergencies. Required to work overtime as needed. Subject to being on-call for system emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Update databases for changes in the BGE distribution and transmission field configurations to reflect additions, modeling changes, and removals in the NMS, ECS, SCADA and related systems.
  • Test new or modified changes in field equipment coming into the NMS, SCADA, ECS and related systems.
  • Maintain engagement with business and IT partners.
  • Utilize best practices to improve products and services. Apply and verify compliance to standards as defined within the Management Model.
  • Provide "subject matter expertise" in CR, ACE, RCI, and other related investigations to assist the business in operational improvement, safety, and opportunities for continuous learning.
  • May be required to respond to emergency events.
  • Three years' experience in database design/maintenance and/or network modeling or associated technical equivalent (e.g. AA certificate in computer science, programming or relational database tools)
  • 6 years' experience with Bulk Power or Distribution, metering and control systems or equivalent combination of formal education/training and experience.
  • Demonstrated ability to coordinate complex work assignments and communicate effectively in a team environment and with external customers.
  • Demonstrated ability to interpret engineering drawings.
  • Typically 0 to 2 years related experience in SCADA or field testing or equivalent combination of education and work experience
  • Appropriate technical skills (Microsoft Office, Access, SCADA and real-time systems)
  • Ability to efficiently work independently
  • Strong communications skills (written and verbal)
  • Bachelor's degree in Computer Science preferred
  • Ability to use UNIX, SQL, and database display editors.
  • Demonstrated knowledge of BGE electric system, maps and records
  • Knowledge of CAD or related product
