Job description

Under the general direction of the Senior Manager of Technology Program Management Office, the Senior IT Project Manager is responsible for managing and coordinating technical professional resources involved in the analysis, development, coordination, implementation, and documentation of new or existing information systems. The Senior IT Project Manager oversees project timelines, resource allocation, and budgets while facilitating effective communication among stakeholders to ensure that project objectives are met and aligned with organizational goals. This position places a strong emphasis on managing technology and capital project initiatives utilizing Oracle Unifier and implementing Primavera, requiring demonstrated experience with these platforms to support project planning, scheduling, cost management, resource coordination, reporting, and overall project delivery.

COMPENSATION: $120,000 - $140,000 Based on Experience

*****This position is a temporary contractor role with an anticipated duration of 12 to 18 months.*****


ESSENTIAL FUNCTIONS

  • Prepares comprehensive project plans, schedules, and roadmaps coordinating requirements, tasks, work assignments, and resources to ensure project integrity and alignment with organizational objectives.
  • Oversees the formulation of project objectives and system development requirements, ensuring they meet strategic business goals.
  • Actively participates in project development as needed, providing technical expertise and leadership to drive project success.
  • Provides advanced technical guidance and mentorship to project staff to ensure the successful execution of projects and the development of team capabilities.
  • Monitors activities performed by project staff, ensuring that all deliverables and documentation adhere to departmental standards and best practices.
  • Documents and communicates risks, issues, decisions.
  • Prepares and reviews detailed specifications for information systems to guide development, implementation, and integration efforts.
  • Develops comprehensive plans for testing and implementing systems and monitors these processes to ensure that desired results are achieved.
  • Facilitates work processes for project teams, employing various methodologies such as Waterfall, Agile, and SCRUM sprint planning to optimize workflow and productivity.
  • Conducts regular project status meetings with stakeholders, providing updates and addressing any concerns or changes to project scope or timelines.
  • Manager project vendors and contract milestone compliance
  • Develop and implement change management strategy for projects
  • Data entry and use of project portfolio management system (PPMS).
  • Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Procedures, and Standards.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Bachelor's Degree in Computer Science, Computer Information Systems, Business Administration, Mathematics, or a related field.

  • Four (4) years of experience in information technology roles leading strategic initiatives, managing technology projects, or similar experience.

  • Project Management Professional (PMP) certification.

  • Demonstrated experience utilizing Oracle Unifier to manage and support project financials, workflows, documentation, reporting, and project controls.
  • Experience implementing Primavera P6 for project scheduling, resource planning, progress tracking, and project management.
  • Or equivalent combination of education, training, and experience.
  • Must possess a valid Florida Driver License.

PREFERRED QUALIFICATIONS

  • Scrum Master Certification

  • Prosci Change Management Certification


KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of programs, product, and project management (PM) methodologies, including Agile and waterfall approaches. 
  • Knowledge of project planning tools and software, demonstrating evidence of practical application in managing projects.
  • Ability to communicate effectively orally and in writing.  
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.  
  • Ability to handle restricted, sensitive, and confidential information.  
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
