Summary:

Hybrid Role 

The Human Resources Information Systems Manager (HRIS Manager) under the direction of the Director of HR, DE&I, is responsible for leading major HR system process and design projects, systems configuration, implementation and maintenance of data standards, reporting and analytics while

improving the overall organization’s workforce performance. This includes collecting and analyzing HR data to ensure employee data is accurate, up to date, and remains confidential. This position will leverage data to align CA’s people strategy with business objectives through the lens and in support of CA’s DEI efforts. The HRIS Manager is responsible for recruiting and managing a best-in-class, growing team.

This position closely collaborates with stakeholders to assist in the research, analysis and coordination of HRIS project implementations, enhancements and upgrades. This includes the end-to-end process of scoping, defining timelines, assigning roles and responsibilities, developing effective change management and other project communications, and implementation. Key stakeholders include CA’s Information Technology (IT) team, the Learning and Organizational Development (L&OD), HR Ops and the Finance/Accounting teams.

Essential Functions:

  • Executes full cycle project management for large projects on HRIS systems and digital tools to provide solutions to a variety of HRIS operational challenges and needs.
  • Works closely with CA’s IT team for alignment with organizational objectives related to technology including transformational strategies, security, policy enforcement and other related matters.
  • Facilitates and leads project teams, develops project charters, work breakdown structures, project schedules and milestone plans, risk management, communication plans, issue logs and decision logs.
  • Partners with the L&OD and HR Ops teams to align the HRIS with efforts related to talent acquisition, talent management, and talent optimization.
  • Partners with the Finance/Accounting team to ensure proper alignment of HRIS resources to support various efforts. Supports internal and external audit partners through reporting and technical expertise
  • Ensures HRIS system compliance with federal and state regulations, data security and privacy requirements
  • Mentor, develop and recruit best-in-class candidates for team
  • Serves as a strategic partner and Subject Matter Expert representing CA’s interests with HRIS
       suppliers, vendors and service providers.
  • Demonstrates and applies broad-based knowledge of all operations within HR in order to streamline processes. Develop system configurations and workflow processes to the HRIS system as dictated by CA’s business rules and changes.
  • Provides quality assurance analysis and ensures integrity of HR data by conducting system audits, verifying the accuracy of new or revised HRIS components, methods, or processes.
  • Maintain, develop, and modify applications, system configurations, security, and workflow processes
  • Identify, investigate, and determine technical and procedural problems, issues, and circumstances and conduct remedies for resolution; document outcomes as needed
  • Performs system maintenance and troubleshooting in the processing and/or retrieval of team member data in the HRIS.
  • Develop training materials and deliver training to relevant stakeholders for the HRIS on an ongoing basis. Work with the L/OD team for CA team member training.
  • Collect, compile and analyze HR metrics and data from a variety of sources including the human resource information system (HRIS) payroll outputs, management, and employment records.
  • Analyze data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations; maintain HR data and provide insights to leadership at scheduled intervals;
  • Make recommendations for policy updates based on metrics to improve the overall organizational culture.
  • Identify and recommend reasonable short- and long-term goals, milestones, and benchmarks
  • Stay up to date with industry trends and developments related to HRIS systems and communicate changes or new releases.
  • Performs other duties as assigned.

Qualifications and Skills:

  • Business acumen and consultation experience providing guidance to organizational stakeholders.
    Technical acumen with a contemporary approach to change management in the workplace.
  • Ability to function as the HRIS subject matter expert to develop and implement technical solutions that enhance efficiency and performance.
  • Strong understanding of HRIS database design, structure, functions and processes and experience with database tools.
  • Strong understanding of HR processes, procedures and data
  • Must be able to effectively present information in training, answer questions and troubleshoot issues as they arise.
  • Strong analytical and quantitative skills with proven experience in developing strategic solutions and business metrics.
  • Ability to interact with a variety of colleagues and management.
  • Ability to prioritize multiple requests with ongoing duties.
  • Effective organizational and interpersonal skills, including strong written and verbal communication skills and the ability to interact professionally with a diverse group of leaders, stakeholders, and subject matter experts. Strong ability to clearly present information and answer questions from organizational leadership.
  • Strong attention to detail, with a commitment to accuracy and data integrity.
  • Understanding of local, state, and federal laws involving employment, HR, and HR policies.
  • Proficient with Microsoft Office Suite or related software with advanced proficiency in MS Excel and other data analysis tools to manipulate and analyze large data sets and produce insightful reports and visualizations.
  • Experience in using business analysis and reporting tools such as Microsoft PowerBI
  • Experience in producing complete reports for management and executive level review.

Education:

  • Bachelor's degree in human resources, Computer Science/Information Technology or related field.
  • SHRM-CP or SHRM-SCP preferred
  • Project Management Certification preferred; Certified Scrum Master highly desirable Experience.
  • 7+ years of HRIS implementation, administration and project management experience of significant complexity required. Ceridian Dayforce experience preferred.
  • 5+ years of supervisory experience including developing staff, managing performance and influencing outcomes with stakeholders required.
  • 3+ years of human resources experience required.

Working Environment:

The HRIS Manager works in the Human Resources Department of the Columbia Association’s headquarters offices and also may work a hybrid schedule. Conditions include working inside, working around machines, working closely with others, working alone, working irregular hours. Equipment used in performing only the essential functions includes computer and related equipment, calculator, copier, fax machine, telephone, and automobile.

The salary range for this position is $125K  to $138K.  The actual salary offered will depend on the overall qualifications of the individual applicant for the position and the budgeted amount for the role.
