Job description

Job Responsibilities Performs and supervises administrative functions related to engineering activities and correspondence. Ensures final plans and monthly pay estimates are completed and submitted in accordance with approved SCDOT guidelines. Prepares cost estimates for new projects and ensures inspectors maintain accurate and up-to-date daily work reports and project checklists.

Utilizes Microsoft Office, Site Manager, SCDOT construction forms, and other computer programs to maintain proper documentation of construction activities. Supervises engineering and inspection duties performed by subordinates on roadway and bridge projects in Horry and surrounding counties. Monitors construction activities on assigned projects to ensure compliance with specifications, plans, and contract requirements.

Resolves issues related to roadway and bridge construction as they arise. Computes and compiles quantities associated with roadway and bridge construction projects. Performs inspection work in two (2) or more specialized areas of construction.

Monitors contractor compliance with all federal and state regulations related to erosion control and storm water pollution prevention. Ensures compliance with engineering designs and project plans and provides assistance to contractors in the preparation of erosion control and pollution prevention plans. Ensures inspections are performed in accordance with SCDOT guidelines.

Samples construction materials and performs routine field testing. Ensures all required samples are obtained and submitted for testing in accordance with project requirements and SCDOT guidelines. Operates all surveying equipment and performs surveying duties as needed.

Ensures daytime and nighttime traffic control inspections are performed in accordance with SCDOT Guidelines. Assists the general public by addressing complaints and concerns related to roadway and bridge construction projects. Reviews engineering plans with property owners to identify potential impacts to their property, resolve conflicts, and discuss possible solutions.

Assists in emergency and inclement weather operations, may include being available for extended workings hours or 12 hour shifts. Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and one (1) year of engineering or construction management work experience; or an approved acceptable equivalence. The physical demands for the essential functions of this position involve sitting or standing for extended periods of time.

This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards.

May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
