General Description Under the supervision of the Engineering Director, supervises Transmission and Distribution Engineering employees. Direct, coordinate, and develop electrical transmission and distribution system design, planning, and related engineering activities.

Status: Full-time, Exempt, Non-Represented Work Week: Monday - Friday Working Environment: Work is performed in the office Monday - Friday. Remote work is not available for this position. Supervisor: Engineering Director Monthly Salary Range: Minimum $12,108 - Market Midpoint $15,742 - Maximum $19,675 *New hires typically receive between minimum and market midpoint, after considering individual experience, internal equity, and market.

Responsibilities may evolve or change over time to meet organizational needs, and additional tasks may be assigned as necessary. Engineering Supervision, Management, and Oversight Coordinate Engineering activities with other District departments.

Participate in the hiring, training, supervision, development, and evaluation of assigned Engineering personnel. Evaluate and maintain written documentation of employee performance, training, development, and goals. Ensure assigned engineers are appropriately trained and provided with necessary tools, resources, and information to perform engineering work safely and effectively.

Organize, prioritize, assign, review, and approve engineering work for accuracy, efficient delivery of service, cost-effectiveness, and conformance with District standards, policies, and applicable requirements. Plan, schedule, coordinate, and may design electrical system improvements to support system safety, reliability, power supply, and operational needs. Provide technical assistance for the design, construction, operation, maintenance, troubleshooting, and improvement of the District's electrical transmission and distribution system.

Supervise the preparation of specifications, bid evaluations, and recommendations for contractor and consultant bids and proposals related to assigned engineering, equipment, and construction projects. Coordinate activities and work with contractors and consultants on design, construction, and other assigned projects. Engineering Planning, Design, Standards, and Technical Support Manage the planning and design of District transmission and distribution engineering functions.

Coordinate and supervise system planning studies, technical studies, calculations, evaluation tests, reports, and other analyses related to transmission and distribution engineering activities. Supervise and coordinate work related to rights-of-way, franchises, easements, permits, and other requirements for District transmission and distribution facilities. Recommend acquisition of new devices, apparatus, and equipment to improve safety, reliability, efficiency, economy, standardization, maintainability, and performance of the District's electrical system.

Understand, apply, explain, enforce, ensure compliance with, and assist with the development of District engineering, material, construction, electrical service, policy, procedure, and practice standards. Use, monitor, and report on work performed through the District's engineering work production systems and applicable technical computer programs. Participate in material forecasting, planning processes, and asset management.

Administrative, Customer, and Organizational Support Interpret and apply the District's rate schedules and policies for different classes of service and line extensions. Investigate and respond to customer questions or complaints and ensure they receive prompt and courteous attention, including power quality concerns. Assist in preparing the annual District capital improvement and operating budgets, and in preparing and maintaining a multi-year capital improvement program.

Prepare and maintain correspondence, reports, records, performance measures, and other documentation related to assigned Engineering activities. Review design drawings, specifications, and other technical documents prepared by others for accuracy, design integrity, and compliance with applicable standards. Maintain productive, positive working relationships with District employees, customers, contractors, consultants, agencies, and other organizations.

Professionally represent the District with customers, the public, government agencies, and other organizations. Maintain current knowledge of the District's power system, including circuits, major switches, protection device locations, and priority restoration areas; provide leadership and technical advice during outages and other system events. Serve on assigned committees and projects.

Perform other duties, including the roles of other management employees, as assigned. Qualifications and Working Conditions Knowledge, Skills, and Abilities (KSAs) Knowledge of effective management principles and practices. Knowledge of all applicable phases of electric system design, construction, operation, and maintenance.

Ability to effectively communicate orally and in writing. Ability to interact productively and effectively with coworkers, customers, and others. Ability to organize, prioritize, direct, and review a wide variety of highly technical engineering assignments.

Demonstrated ability to provide effective leadership for engineers and Engineering activities. Knowledge of engineering fundamentals, drawings, design principles, calculations, and mathematics. Thorough knowledge of applicable laws, codes, standards, and accepted safety practices relating to electric utility work.

Knowledge and understanding of the National Electrical Safety Code and other related industry standards. Knowledge of budgeting, cost estimating, and basic accounting practices. Ability to troubleshoot, negotiate, solve problems, exercise sound judgment, and work independently.

Working knowledge in the use of personal computers and software used by the District, including applicable engineering modeling, analysis, and work production software. Ability to discreetly protect and manage confidential information. Thorough knowledge of overhead and underground transmission and distribution systems.

Education and Experience Bachelor of Science degree in Electrical Engineering, or an equivalent combination of related education and experience; and Eight (8) years of relevant education and professional electrical engineering experience with an electrical utility or equivalent. Preferred Qualifications Professional Engineer registration in the State of Washington. Electrical transmission, distribution, and substation utility engineering experience.

Supervisory training and/or demonstrated leadership/supervisory capabilities. Other Requirements Valid Washington State Driver's License and qualify for the District's auto liability insurance. WORKING CONDITIONS Duties are performed in an office environment and field locations, during daylight hours and at night.

Field locations expose the incumbent to varying weather conditions, including temperature extremes, various types of terrain, and energized equipment. Individual may be exposed to conditions and hazards from vegetation, construction sites, energized equipment, and structures in varying condition. Some work is performed in the vicinity of electrical high voltage lines and equipment.

This position may necessitate working beyond normal business hours. PHYSICAL ACTIVITIES Hand-eye coordination is necessary to operate personal computers, various office equipment, machinery and equipment associated with fieldwork and motor vehicles. Operation of a motor vehicle occurs on various road conditions, including hazardous situations due to weather conditions.

Individual must be able to traverse all types of terrain, climbing over limbs and debris. Individual may lift boxes and other materials associated with office work, up to fifteen (15) pounds. Communication is often done by phone, radio, or computer.

The ability to distinguish colors is necessary to create, read, and interpret drawings and documents.
