Basic Qualifications
Bachelor's degree or equivalent combination of education and relevant experience is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience.
Due to the nature of work performed within our facilities, U.S. citizenship is required.
Responsibilities for this Position
Overview:
A Contracts Specialist is responsible for supporting the management of the company's contractual agreements with customers, in the drafting, negotiation, and execution of contracts, as well as ensuring compliance with contract terms and conditions. The Contracts Specialist also maintains accurate contract records and databases and assists in identifying and mitigating any contract-related risks. Additionally, this role requires strong communication and organizational skills, as the Contracts Specialist will work closely with program managers, legal teams, and
customers to ensure that all contractual obligations are met.
Key Responsibilities:
  • Manage GDMS's GSA Schedule, and oversee the General Term Agreements (GTAs), Other Transaction Authority (OTAs) and Consortiums, including non-standard flow-down coordination/management.
  • Propose, initiate and deploy improvements and new systems/tools to address business needs and evolving regulatory requirements.
  • Develop, maintain and communicate systems/tools guidance and training documents to Contracts and Subcontracts personnel.
  • Test all updates prior to deployment and provide feedback as necessary.
  • Maintain regular reporting and metrics for GSA, OTAs, Consortiums and other CCO Projects.
  • Collaborate with Contracts and Subcontracts professionals, Supply Chain, Legal, and other functions to negotiate agreements that benefit the Company.
  • Engage with both Contracts/Subcontracts and IT staff to clean up records in the tools to ensure meaningful data is available.
  • Work with Contract staff to support timely contract closeout completion in the Contract Closeout tool.
  • Manage closeout of complex legacy contracts, including research of historical documentation, resolution of government property accountability issues per FAR 45.6, coordination with government contracting officers on outstanding claims and disputes, reconciliation of final payments and indirect rates, and preparation of final closeout packages in accordance with FAR 4.804 and FAR 4.805.
  • Analyze current available reports to ensure fields are accurate.
  • Aid in the migration of tools to new platforms.
  • Maintain GSA & Agreements GDMS Hub Contracts site.

Knowledge, Skills & Abilities:
  • Possesses strong experience reviewing and analyzing contract or subcontract documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions.
  • Strong understanding of contract or subcontract management principles, policies, procedures and systems/tools.
  • Strong analytical/critical thinking skills, attention to detail, and research skills.
  • Strong negotiation skills for contracts or subcontracts of moderate to high risk/complexity (GSA, GDMS's GTAs, OTAs with the Consortiums and Govt Agencies.
  • Demonstrates flexibility and the ability to prioritize/re-prioritize with changing goals.
  • Strong verbal and written communication skills, with the ability to deal effectively with personnel at all levels.
  • Strong computer skills (e.g., Microsoft Office) to support effective communications and business needs.
  • Resolves a wide range of issues in creative ways, demonstrating innovative approaches and solutions.
  • Collaborates and works effectively cross-functionally throughout the business.
  • Demonstrates judgment and creativity to identify and resolve moderately complex contract or subcontract issues, recognizing when more expert guidance is required
  • Possesses a growth mindset for continuous learning to remain current with regulations and internal procedures.
  • Shows initiative on assignments, exercises independent judgment, and professionally executes projects with little direction.
  • Acts independently to determine methods and procedures on new or special assignments.
