POSITION SUMMARY 

MTA New York City Transit's Access-A-Ride program is a federally mandated paratransit service that is operated in accordance with the Americans with Disabilities Act (ADA) of 1990. AAR provides origin-to-destination, demand-response, shared-ride transportation for individuals with disabilities who cannot use fixed-route public buses or subways.

RESPONSIBILITIES 

This position is responsible for: monitoring the Department of Paratransit's day-to-day activities to ensure its compliance with the American with Disabilities Act regulations, Federal Transit Administration guidance, NYCT's Language Assistance Plan (as governed by the US Department of Transportation and the Federal Transit Administration), applicable legislation and other implemented Paratransit policies, procedures, and initiatives. This includes Title VI of the Civil Rights Act. The responsibilities of this position also include overseeing, reviewing, and monitoring the processing of Paratransit's federal reporting including FTA Compliance Reviews, Title II - Triennial Reviews and Title VI Submissions that reflect the monitoring and reporting of Paratransit's provision of Language Access Services. Additional tasks include facilitating required information between Paratransit and the Law Department and overseeing the processing and submission of timely responses and documents requested by the Law Department, including responses to Freedom of Information Law (FOIL) and/or other legal requests, legal actions and court mandates.   

This position will work closely with all Paratransit Units, MTA Audits, Paratransit Vendors as well as the Procurement Department and Department of Buses to ensure that all policies and procedures are compliant with federal, state, and local mandates and that every customer is treated in accordance with the ADA rules and regulations.  Furthermore, the incumbent will conduct and/or oversee their staff 's facilitation and delivery of mandated Paratransit training.

EDUCATION AND EXPERIENCE  

A Baccalaureate degree from an accredited college or university in Labor Relations, Business Administration, Compliance, or a satisfactory equivalent and eight (8) years of full-time related experience, at least five (5) of which must have been in a managerial/supervisory capacity.

DESIRED SKILLS  

  • Knowledge of ADA paratransit service
  • Clear and professional oral and written communication skills
  • Proficiency in Microsoft Office Suite
  • Juris Doctorate (JD) preferred
  • Strong writing, analytical, planning, and organizational skills
  • Experience with public sector and applicable paratransit rules and mandates concerning paratransit service
