Summary
As a Lead HR Specialist at the GS-0201-14, you will be part of HRS Federal Staffing Center Office of Personnel Management. If selected, you will be responsible for leading account management staff, managing HR system projects, advising customers, and supporting improvements to Federal staffing products and services.

Help
  • Leads a team of Account Managers providing technical support and customer service to Federal agency customers.
  • Coaches team members on project issues, work methods, procedures, problem solving, and customer support strategies.
  • Assigns project work, establishes milestones, monitors progress, removes barriers, and reviews deliverables.
  • Manages reimbursable HR projects involving staffing systems, customer implementation, training, and system enhancements.
  • Provides customer service delivery support, training, communications, and issue resolution for staffing system customers.
  • Gathers customer requirements and supports functional enhancements, implementation services, and future system improvements.
  • Advises on recruitment, staffing, HR policy, HR information systems, change management, and business process changes.

Qualifications
For the GS14: You must have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-13 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing all of the following:
  • Managing human resources projects by developing project plans, setting milestones, monitoring risks, reviewing deliverables, or coordinating resources across offices or stakeholders;
  • Advising customers or stakeholders on recruitment, staffing, talent acquisition systems, human resources information systems, or related business processes;
  • Gathering, analyzing, or documenting customer requirements for human resources system implementations, enhancements, training, communications, or service delivery improvements; and
  • Interpreting human resources policies, procedures, or system requirements to develop recommendations, guidance, operating procedures, or process improvements.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level.
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
