At Permasteelisa North America, our Total Rewards Programs are an essential part of our employees’ total rewards package providing wellness programs and financial security to our employees, and this position will be an integral part of delivering that value to our employees. The Payroll and Benefits Manager, provides oversight for the end-to-end payroll processes for US and Canada ensuring accurate, compliant, and timely payroll processing for employees across multiple jurisdictions in both the United States and Canada. Acting as a subject matter expert, the Payroll and Benefits Manager will leverage ADP Payroll and Success Factors to optimize workflows, lead the payroll team, and ensure strict adherence to current and future federal, state, provincial, and local payroll and tax regulations.

Additionally this role is responsible for managing the design, administration, communication and legal compliance of all PNA employee benefits, recognition and well-being programs. The incumbent is responsible for ongoing analysis of existing programs and identification of new programs or changes to ensure ongoing competitiveness with the external market while meeting the needs of the employee population and overall company strategy. This work is done in close partnership with our external broker and benefit providers, and in close collaboration with regional compensation philosophies and programs to ensure alignment across the company. The individual evaluates the usage, services, coverage, effectiveness, cost, plan experience, and competitive trends in benefits programs and identifies the company’s need for change to continue to attract and retain talent.

What will you be doing?

Manage and oversee the processing of US & Canadian weekly and bi-weekly pay groups in ADP for 500 + union and non-union employees as well as oversight for certified payroll. Accurate and timely submission of payroll taxes and quarterly and year-end tax reporting including W-2’s and T4’s compliance related activity. Lead, manage, coach and develop payroll team members.

Acts as a liaison between employee and insurance/benefit providers to solve related problems and ensure effective utilization of plans and positive employee relations.

Coordinate all FMLA, Short Term/Long Term Disability, and all other types of leave activity

Recommend and support the implementation of enhancements to the payroll system, processes and internal controls to ensure accuracy and manage risk as well as partnering with cross-functional teams to drive process improvements and operational efficiency

Manages and communicates events which include open enrollment, HSA & FSA enrollments, compliance notifications, carrier billing, audits, tax filing, and other government regulation compliance. For example, ensure payments and filings of 1095C, 1094C, ERISA, discrimination testing, PCORI fees, and 5500s.

Coordinates activities of the PNA Investment Advisory Committee and Benefits Committee and manages outside vendors.

What will you need?

Requires bachelor’s degree with a minimum of 8 years of payroll and benefit administration experience or equivalent direct experience.

6+ years of US and Canadian payroll experience including experience in processing payroll for unions

Demonstrated experience owning complex benefit programs, vendor relationships

Strong understanding of payroll compliance in both the US and Canada, including tax laws, FLSA, deductions, and reporting requirements

5-7 years of progressive experience in benefit administration, analysis or management

Knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employees benefit and compensation programs, including FLSA, ERISA, ACA, COBRA, FMLA, ADA, SECTION 125, Medicare, Social Security, and DOL requirements.

Strong problem-solving, analytical and communication skills

Financial Reconciliation: Perform complex payroll-to-GL reconciliations, review labor costing questions, and partner closely with the Accounting team to ensure accurate payroll GL reporting. Ensure reconciliations are in place to make sure all deductions in ADP are remitted accurately to the vendors where appropriate for garnishments, retirement deductions, union dues, etc.

Strong collaboration skills to work cross-functionally with HR, HRIS and Finance, Proficient in MS Office Suite, especially Excel

Experience with US/Canada Visa processing

Ability/Experience managing a team (5+ years)

Preferred Qualifications

Certified Payroll Professional or Payroll Compliance Practitioner

Knowledge of Canadian benefits regulations, highly preferred.

Audit & Reporting: Participate in internal and external payroll audits (e.g., worker's compensation, 401k/RRSP & DPSP compliance, tax authority audits) and generate ad-hoc reporting for leadership

ADP systems experience with payroll, benefits, absence and time tracking

Minimum 5 years effective leadership of teams, including development and coaching.
