Reporting to the Homelessness Initiatives and Prevention Services (HIPS) Section, the Community Development Officer role is instrumental in coordinating resources and community partners to support the delivery of services for people who are homeless and underhoused in Toronto, ensuring equity, diversity, inclusion and reconciliation are embedded throughout. The role involves engagement with elected officials, community, services providers, and other government agencies, as well as other divisions at the City of Toronto and units within TSSS to coordinate action plans and multi-faceted approaches that support TSSS clients and are responsive to the communities that we serve. As a result, the position could be deployed to several locations across the City of Toronto based on operational needs.
Major Responsibilities:
- Implements detailed plans and recommends program specific requirements.
- Motivates effective multi-disciplinary teamwork, high standards of services to clients and the community, and encourages innovation in others.
- Provides community development guidance and advice within and for the community-based sector to elected officials; managers and staff of incorporated and unincorporated groups; and community coalitions.
- Provides advice to City of Toronto management (senior managers, general managers, executive directors and directors); and boards of directors, management and staff within the community-based sector.
- Co-ordinates and/or provides management advice, project management and policy development support to the Council-initiated, corporately determined and community-based initiatives.
- Contributes - through, co-ordination and program development - to the implementation of Council directives, City strategies and TSSS's divisional workplan in order to achieve outcomes that promote a sustainable community and the achievement of operational excellence (effectiveness and efficiency) at corporate, divisional, and divisional levels and in the community.
- Demonstrates enriched capability and leadership in the field of community development by designing, delivering and administering community education and development programs in partnership with other City divisional representatives.
- Creates programs and/or projects from conception as required and manages a portfolio of projects.
- Administers effective operational coordination among operational teams within Toronto Shelter and Support Services and across all Divisions.
- Promotes, leads and/or co-ordinates from operational planning to implementation, integrated service delivery projects that includes senior managers from city services, community members, elected officials, government agencies, business, and community agencies.
Key Qualifications:
- Post-secondary education (i.e. social work, sociology, planning, environmental studies, or public policy) or equivalent work experience in a discipline pertinent to the job function or equivalent combination of education and experience.
- Considerable experience in one or more of these areas: community development, community engagement, stakeholder management, program development, as well as creating and implementing and evaluating plans to address changing needs of communities within an anti-oppression framework.
- Experience in project coordination including the definition of project purpose and objectives, project activities, milestones and deliverables, monitoring and tracking progress, and communications with stakeholders, at times involving contentious issues.
- Experience developing and/or delivering programs or related policy work to address community issues such as mental health, homelessness, substance use, community safety and/or harm reduction.
- Ability to build consensus with sound judgement in public/human relations and partnership development, strong conflict resolution, interpersonal and problem-solving skills
- Ability to recommend effective, strategic solutions at the community level to address systemic issues
- Strong capability in written/oral communication and presentations, and ability to develop events with a variety of stakeholders and manage competing priorities in a fast-paced environment with high expectations and multiple deadlines.
- Knowledge of privacy and human rights considered an asset
- Ability to be flexible and travel, and may be required to work in various locations including working on weekends and evenings if necessary
