Job description

You will serve as a PROGRAM MANAGER (UTILITIES MANAGEMENT) in the PUBLIC WORKS DEPARTMENT, Commander, Joint Base Pearl Harbor-Hickman at Joint Base Pearl Harbor-Hickman.
A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time.Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Utilizing in depth knowledge of Backflow Prevention devised and systems to solve problems and/or to remove impediments; 2) Managing programs and fostering an environment that administers all resources in a manner that instills public trust while accomplishing the mission; 3) Monitoring progress and evaluating outcomes to improve organizational efficiency and effectiveness; 4) Selecting, acquiring, storing, or distributing an organization's resources in the most efficient way possible; 5) Developing, reviewing, and/or implementing legislative proposals, regulations, standards, policies, and operating guidance; 6) Utilizing knowledge of various types of contracts and techniques for contracting or procurement and contract negotiation and administration.
