Job description
Description IMPORTANT: HIRING RATES WILL BE BASED ON AVAILABILITY OF FUNDS, THE APPLICANT'S QUALIFICATIONS, AND OTHER RELEVANT FACTORS. Appointment may be made at any rate within the salary range from SR-20D ($5,107) to SR-20G ($5,753) per month. Performs the full range of tasks in developing and managing a grants program for one or more major departmental programs of the County of Maui; identifies, researches, evaluates, and prepares grant applications in support of departmental and community programs; coordinates and implements training plans, programs, and other post-award monitoring of resources; develops reports and participates in grant audits; manages a grant-source database and user's database; and performs other related duties as required.
Distinguishing Characteristics: The Grants Specialist II class differs from the Grants Specialist III class in that the Grants Specialist II class is responsible for independently performing the full range of tasks in developing and managing a grants program and in identifying, researching, evaluating, and preparing grant applications in support of department and community programs, whereas the Grants Specialist III is responsible for serving as a staff specialist and primary liaison with other organizations, departments, and agencies in an assigned functional area. The Grants Specialist II class differs from the Grants Specialist I class in that the Grants Specialist II class is responsible for independently performing the full range of tasks in developing and managing a grants program and in identifying, researching, evaluating, and preparing grant applications in support of department and community programs, whereas the Grants Specialist I class performs simple to moderately complex tasks in developing and maintaining a grants program of one or more departmental programs. Examples of Duties The following are examples of duties and are not necessarily descriptive of any one position in this class.
The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position. Under general direction, identifies, researches, evaluates, prepares, and submits a full range of grant applications for programs which support and enhance departmental and countywide goals. Conducts program and financial monitoring of grant receipts, including general verification, examination and adherence to the requirements of the grant agreement.
Develops and maintains records and appropriate reports and participates in the grant audit and review processes. Coordinates the planning, implementation, and evaluation of grant resources. Assists departments/agencies in identifying potential problems with grants, including monitoring requirements, payment options, writing styles, and others, and develops processes or procedures to address them.
Coordinates, plans, develops, manages, and maintains a grant-source database and users database. Maintains contact with other jurisdictions, governmental agencies and management associations in the area of grant resources and grant management. Responds to inquiries and concerns in a timely manner.
Takes surveys and writes reports as required. Keeps abreast of laws, regulations, and policies for grant acquisition and management. May supervise subordinate specialists and other employees.
Performs other related duties as required. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in public or business administration, political science, sociology, or a related field, and two (2) years of professional administrative or analytical work experience which shall have involved monitoring, evaluating, and/or administering grants. License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
Knowledge of: Principles, methods and techniques that apply to grants proposal writing, applications, and administration; Federal, State and county laws, rules, regulations, policies and procedures governing grant programs; interviewing techniques and principles; basic government organization and functions; sources of information concerning the granting of public funds; community resources and their utilization; participatory requirements associated with grants; and use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications. Ability to: Coordinate the activities of a grant program; collect, evaluate and interpret facts; read, comprehend, interpret, and apply complex rules, regulations, policies and procedures; perform accurate, detailed analysis of records; secure the confidence and cooperation of others; understand the principles, methods and techniques of programs within the County of Maui; express ideas logically, both orally and in writing; deal tactfully and effectively with other employees, operating officials, program participants, and the general public; supervise others; and operate a personal computer using a variety of software applications.
