Job description

The Senior Director of Community Programs provides strategic leadership and operational oversight for multiple Department of Youth and Community Development (DYCD)-funded community-based programs at HeartShare St. Vincent's Services, including COMPASS, Beacon, and Cornerstone sites throughout Brooklyn, New York. This leader is responsible for ensuring the effective implementation, compliance, quality, and performance of all assigned programs while advancing the organization's mission to deliver exceptional youth development and family support services. The Senior Director supervises a team of Program Directors, providing coaching, accountability, and professional development to ensure high-performing program operations. They oversee program budgets, monitor performance metrics and data reporting through DYCD Connect, and ensure compliance with all DYCD, Office of Children and Family Services (OCFS), and organizational policies, regulations, and contractual requirements. In partnership with organizational leadership, the Senior Director develops and implements strategies to strengthen program quality, staff development, participant engagement, and community impact. They lead recruitment and retention efforts for high-quality youth development professionals, ensure staff completion of all required HeartShare, DYCD, and OCFS trainings, and cultivate partnerships with schools, community organizations, government agencies, and other stakeholders to expand resources and enhance services for youth, families, and communities.
Essential Functions and Primary Responsibilities of Position:
  • Manage and supervise all Community Program Directors by conducting weekly supervision, providing one-on-one coaching, approving time, monitoring employee performance, goals, and evaluations.
  • Conduct weekly site-visits to all Community Programs to ensure programs are following DYCD, OCFH, SACC, and DOH regulations and requirements. At least, one site visit during after school, summer camp, evening and weekend program hours is required per month at each program.
  • Conduct monthly team meetings to provide agency wide, and DYCD updates, discuss challenges and solutions, and support program operations.
  • Create and facilitate trainings to Program Directors and Community Program staff to ensure all DYCD, SACC license, Hertshare, and OCFS training requirements are fulfilled, and all staff are providing quality services to program participants.
  • Support Program Directors with the hiring and recruitment of quality and experienced program staff and ensure all programs are fully staff throughout the school year and summer camp.
  • Provide guidance and technical support to Program Directors in the development and completion of annual DYCD Workscopes, ensuring the design of high-quality, diverse, engaging, and outcome-driven programming for participants of all age groups. Ensure activities are developmentally appropriate and aligned with program goals across after-school, summer camp, evening, weekend, and school break programming.
  • Partner with Program Directors to achieve and sustain DYCD performance targets by developing and implementing strategic recruitment, outreach, and retention initiatives that increase enrollment, average daily attendance (ADA), and rates of participation.
  • Foster strong relationships with participants, families, schools, and community stakeholders to promote continued engagement and long-term program success.
  • Assist directors with building partnerships with other organizations that can provide services and enrichment activates to Heartshare program participants and families.
  • Analyze and monitor DYCD performance data to assess program effectiveness, identify areas for continuous quality improvement, and ensure compliance with contractual performance benchmarks, including enrollment, participation rates, average daily attendance (ADA), and all other DYCD reporting and program requirements.
  • Assist the Vice President of Youth Development and the Development team with finding funding and grant opportunities to financially support the Community Programs program operations.
  • Manage Community Program annual budgets, approve, and track expenses for each program to ensure programs stay within their budget and do not incur any deficits.
  • Attend all Hertshare, DYCD, and all applicable trainings, professional development, and meetings to represent the Community Programs.
  • Participate in Heartshare management meetings, projects, and agency wide initiatives and strategic planning.

  • Bachelor's Degree required, Master's Degree preferred.
  • Familiarity with DYCD funded program operations, OCFS, DOH, and School Aged Children regulations
  • At least five years of experience working with children, families, and communities at an after school or summer camp programs.
  • At least five years of supervisory experience, and managing Directors
