ABOUT THE DEPARTMENT The Shasta CountyHealth and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches: Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services. HHSA promotes optimal health for all.

The frail, the abused, the mentally ill, and those without resources look to HHSA for services and resources to meet their basic needs, and to protect their health and safety. The Behavioral Health & Social Services Branch is dedicated to improving the well-being of our community through comprehensive mental health services and essential social services to adults, children, and families. By integrating both behavioral health and social support services, we strive to build a healthier community by ensuring individuals have the resources they need to achieve stability and wholeness.

Children's Services encompass the services that help ensure children's mental and physical well-being are protected and safe. The Child Welfare division of the branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives such as the removal from their caregiver due to alleged abuse and neglect. This division also works within the confines of the Dependency Court to reunify families when and where they can demonstrate appropriate change to meet the safety needs of their children.

The branch also encompasses children's mental health teams which work in conjunction with the Child Welfare division along with community providers to ensure that the youth that are being served are having their mental health and substance use challenges addressed. This branch also works with juvenile justice and education to coordinate services for clients. Adult Services focuses on services to support people eighteen and older.

Adult mental health services include outpatient mental health care, 24-hour crisis stabilization services for people at risk of hospitalization, 24-hour crisis line, social rehabilitation residential services, long-term placement services and referrals to local non-profit organizations that provide additional services. This branch also provides Adult Protective Services to follow-up on elder abuse reports. In-Home Supportive Services help those who need assistance with daily activities in order to remain safely in their own homes, and the Public Authority keeps a registry that helps In-Home Supportive Services recipients find a screened caregiver to provide those services.

The Public Guardian helps citizens who are unable to manage their personal and financial affairs and may require guardianship or conservatorship. Mental Health Services Act administration is also housed in the Adult Services Branch. ABOUT THE POSITION Under supervision and in cooperation with Mental Health and Substance Abuse professionals and paraprofessionals, to learn to perform a variety of paraprofessional Mental Health and Substance Abuse services in the community or clinic setting, and to perform related work as required.

This opening is in the Behavioral Health and Social Services Branch of the Health and Human Services Agency (HHSA) and serves Women's Recovery & Resiliency Services program (Substance Use Treatment) and the CalWORKs Behavioral Health Team (CBHT). As a Community Mental Health Worker, you will be responsible for running & facilitating childcare cooperative services, providing & planning transportation services, working front reception, scheduling clients, screening intakes, maintaining medical records, and preforming community outreach/presentations in addition to other support tasks. This position requires working level knowledge of Microsoft Office and experience working with Children.

DISTINGUISHING CHARACTERISTICS The Community Mental Health Worker is a paraprofessional class and is distinguished from licensed and case management personnel in that the Community Mental Health Worker does not assume primary responsibility for mental health or substance abuse clients. The Community Mental Health Worker performs a variety of less complex functions in the mental health department which do not require the skill and training of a mental health professional or case manager. IDEAL CANDIDATE The ideal candidate will have knowledge and experience working with young children.

Experience working with individuals with mental health issues, domestic violence, homelessness, and/or alcohol and drug addiction. Experience working with alcohol and drug addicted pregnant women and women with children, especially those involved with child protective services, probation, mental health, and/or domestic violence services is a plus. Experience driving a 9-person passenger van and working with children in a childcare setting are a plus as both driving and working in the childcare co-operative are parts of this position.

Experience performing clerical duties including using Word, Excel, database entry, scheduling software, and management of spreadsheets is a plus. The ideal candidate understands that many of their duties are clerical and supportive in nature, however, there may be times they are asked to assist clients in crisis. They must have an understanding of confidentiality issues, teamwork, crisis counseling, and dual disorders, and demonstrate effective communication skills.

The ideal candidate will have experience presenting program orientations and/or community outreach materials, collaborating and communicating with community partners, conducting urine drug testing, conducting intake screening sessions and participating in chart reviews. Possessing an understanding of HIPAA, Drug Medi-Cal, Title 22, electronic medical records, billing and purchasing protocols is also considered ideal. EXAMPLES OF ESSENTIAL DUTIES Duties may include, but are not limited to, the following: Mental Health Clinic Assignment: Confers with inpatient and/or outpatient professional staff to evaluate needs and problems of clients; assist in scheduling routine and emergency appointments; performs crisis counseling on a regular basis; observes clients in individual and group settings to obtain information regarding basic mental health problems and related needs; records basic personal history and information; reviews referrals from other agencies in order to determine appropriate service; makes referrals and provides information to other mental health agencies.

Schools and the courts: provides related assistance to case manager and professional staff; participates in in-service training activities. Mental Health Community Assignment: Transports or arranges transportation for various purposes such as to and from doctors and mental health appointments; shopping; assists clients to develop skills to enable them to transition into independent living environment; assist clients in learning to use social support programs and resources outside of the mental health system; under the direction of a case manager, makes home visits to monitor the level of client functioning; works as member of a treatment team to allow clients to live in the least restrictive setting; maintains records of work performed and prepares written reports; participates in in-service training activities. Substance Abuse Program Assignments: Assists in initial intakes (processing of paperwork), in scheduling appointments, may observe clients in individual and group settings or consult with other staff in the program to obtain information regarding substance abuse problems and related needs, makes referrals, provides information to other mental health or substance abuse agencies, participates in group case consultations, individual supervision and in-service training activities.

Supports the transportation and childcare for the perinatal women in treatment to remove the barriers to women participating in treatment services. QUALIFICATIONS Any combination of education and experience sufficient to directly demonstrate possession and application of the following: Knowledge of: Basic interviewing and counseling techniques; and general medical and psychological terminology. Ability to: Learn to understand and work effectively with mentally ill and substance abuse clients; learn to work with mental health professional, case managers, social service agencies and other staff; maintain confidentiality of information about clients; effectively handle patients in crisis situations; read and understand mental health charts; communicate rules and objective to clients; keep simple records and prepare written reports.
