About us: 3rd Street Youth Center & Clinic is a community-based agency providing youth in the Bayview Hunters Point with medical and behavioral health services that encourage them to make decisions that support their health, safety, and development. 3rd Street Youth Center & Clinic also manages a number of successful Transitional Age Youth (TAY) housing stabilization programs and one of the city's few Youth Access Points
We consider the journey from housing insecurity to housing stability a collaborative process with young people. Our Housing team works with youth to overcome the economic, emotional, medical, legal, and social barriers that keep them from getting their own apartments or homes. With a goal to end homelessness for the young residents of Bayview Hunters Point and San Francisco, 3rd Street offers rapid re-housing, access to the City's Coordinated Entry System, and housing-focused case management.
Position summary: Reporting to the Director of Community Housing Programs, the primary role of the Assistant Director of Community Housing Programs is to oversee the development, implementation, and evaluation of all Housing Programs, including the TAY Navigation Center and support the training and professional development of staff. The Assistant Director of Community Housing Programs works closely with Program and Case Managers to ensure effective and coordinated service for young people served in each assigned program.
Duties & Responsibilities:
The following is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the Assistant Director of Community Housing Programs. Duties, responsibilities, and activities may change, or new ones may be assigned as needed.
Program & staff:
  • Provide leadership and oversight to all housing programs, including the TAY Navigation Center and other future housing programs
  • Provide leadership and coordination of services throughout agency
  • Hire, train, and supervise Program and Case Managers
  • Maintain a creative, team building, cooperative approach to job performance and seek to bring a constructive, problem-solving orientation to all tasks
  • Identify the training and professional development needs of program staff
  • Design and implement transition plans in absence of Program and Case Managers, including equitably distributing/assigning caseloads across the team.
  • Oversee the actualization of goals and objectives for programs in line with the mission of the agency
  • Oversee program development and design, implementation of enhancements
  • Participate in strategic planning for the ongoing development of services
  • Exercise discretion and professional judgment at all times keeping with the responsibilities carried personally and by the agency for the care and welfare of the youth we serve
  • Facilitate consistent standards for client centered care and position outcomes for youth within 3rd Street Youth Center & Clinic programs
  • Embodies trauma-informed leadership principles: Manages work relationships, workload, and organizational change, maintains health; is self-aware and regulates emotions to be present for and responsive to others; is reflective and thoughtful when faced with complex, uncertain or ambiguous situations; motivates through relational rather than authority-based approaches

Fiscal Responsibilities & Reporting:
  • In coordination with the Director of Housing, oversee budgets, data collection and tracking, contract requirements and program outcomes for all assigned programs
  • Supports the annual budget planning cycle
  • Ensure appropriate data collection and tracking; ensure adherence to internal agency policies and procedures

Community building:
  • Participate in the larger homeless youth community; represent agency in community
  • Provide leadership and advocacy in relations with local state and federal public entities and community-based organizations to educate the community about needs for homeless youth
  • Establish and maintain effective relationships with community partners and stakeholders to improve the delivery of Housing Services
  • Maintain professional standards of performance, demeanor, and appearance at all times

  • Education & Experience:

    • Experience overseeing program design and development, implementation and operations, project integration and management across multiple agency sites, staff supervision and training and budget management
    • Experience managing residential and/or housing programs for youth
  • Physical demands:
    • Ability to lift, transfer, push/pull, maneuver, and reposition 25 lbs
    • Ability to reach, bend and walk
    • Must be vaccinated against COVID-19 (except for candidates with valid medical and/or religious exemptions)
    • This position requires a valid California driver's license, personal vehicle, proof of personal vehicle insurance coverage, and the ability to drive for work
  • Availability: must be available to work outside of regular business hours on occasion.

  • This position's worksite is our Housing Office in the BVHP neighborhood in San Francisco
  • This position reports to the Director of Community Housing Program

Compensation and benefits:
  • The full salary range for this position is $100,000 - $175,000. We anticipate hiring within a range of $100,000 - $110,000, depending on experience, qualifications, and internal equity. The upper end of the range reflects growth potential over time in the role.
