Position Location
This position is based in MacDill AFB, FL and will be onsite.
Job Overview
The Program Manager position is responsible for the overall management and coordination of the Base Operating Support contract. This position is the central point of contact with the Government for the performance of all work under this contract. The Program Manager manages, organizes, plans, directs, coordinates, controls, administers, monitors, and oversees the day-to-day operational and administrative tasks/activities of this contract. This position has the overall responsibility for contract performance, financial management, safety, quality of work, supervision of employees, personnel administration, responsiveness, and contract compliance. The Program Manager shall have full authority to act for the Contractor on all contract matters relating to the contract.
Responsibilities
Essential Job Duties:
  • Acts as central point of contact with the Government for the performance of all work under this contract.
  • Leads all operational aspects of project to include cost, schedule and technical performance management; personnel and subcontractor management; safety; and other related operations activities.
  • Manages expectations and relationships with the client senior management, company senior management and project teams.
  • Negotiates and oversees the development, implementation and reporting of performance metrics.
    Performs continuous review of program performance results and interfaces with client to address status, operational issues, and metrics in a timely manner.
  • Defines and establishes the project organization and project staffing requirements.
  • Identifies resources required for the project and oversees employee selection, hiring, and development.
  • Leverages the full range of corporate resources to improve service delivery.
  • Ensures work is executed in accordance with company practices and values and client specifications
  • Communicates with the corporate office on all matters related to contract execution and performance such as personnel safety, deliverables, personnel issues (to include staffing performance), contract task conflicts, contract scope, contract financials, etc.
  • Holds responsibility for the projects profit and loss.
  • Provides the leadership, direction, and necessary resources to ensure successful and effective contract performance in all areas including safety; quality of work; cost productivity; compliance with established procedures; timeliness; accuracy; and cooperation.
  • Establishes and maintains a Safety Program in accordance with contract requirements and the corporate program.
  • Exercises sound business practices/methods; ensures all business activities are in compliance with all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner, and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.
  • Performs other duties as assigned.

Key Responsibilities:
  • Knowledge of DoD or other federal Government contracting, FAR, and related terms/regulations.
  • Knowledge of Government contracts, correspondence, reports and records.
  • Using common office equipment including, copiers, fax machines, and computers
  • Understanding clients' business needs and respond to them without compromising the integrity or profitability of all parties.
  • Communicating effectively orally and in writing, including the ability to make significant presentations to senior team and client management.
  • Successfully completing all mandated training requirements per government and management directives.
  • Timely and cost-effective performance of duties.
  • Timely completion and accuracy of all departmental work.
  • Personnel accountability and performance management to include personnel reviews, timesheet review, leave request, counseling, coaching, disciplinary actions, and recognition for assigned staff members.
  • Ensuring compliance with company safety regulations.
  • Dealing with a variety of people in a professional, courteous manner in diversified situations.
  • Adherence to established CGS, LLC safety policies and good industrial and office safety practices.
  • Compliance with CGS, LLC Standard Operating Procedures and Personnel policies and procedures.
  • Demonstrating skill in the use of MS Word and Excel at the intermediate or higher level.
  • Effectively coordinating a number of projects simultaneously.
  • Demonstrating the ability to work well under pressure.
  • Be onsite during normal business hours and be able to report back within one hour after notification when contract performance occurs outside normal duty hours.

Job Requirements
Mandatory:
• Bachelor's Degree from accredited college or university.
• The Contract Manager shall have a minimum of 10 years of experience working and managing Facility projects, construction projects, or engineering/design efforts. The preference is that the Contract Manager shall have a minimum of 5 years of experience in project management at a major US military installation (Air Force experience is preferred).
• Obtain and maintain a Secret Security Clearance for duration of contract.
• Knowledge of and experience with unions and Collective Bargaining Agreements and U.S. Department of Labor employment law (regulations/terms and Fair Labor Standards Act).
• Knowledge of U.S. Department of Labor regulations/terms (e.g., Davis-Bacon Act McNamara-O'Hara Service Contract Act and Fair Labor Standards Act).
• Current valid state issued driver's license with acceptable driving record.
• Ability to successfully pass any background checks and/or drug testing required on the contract.
• U.S. Citizenship
• Ability to use Microsoft Office programs (Word, Excel, PowerPoint) at an intermediate level.
• Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
Working Conditions:
• Work is performed indoors and outdoors. Outdoor work is subject to temperature extremes and inclement weather conditions.
• Subject to hazards that may cause personal bodily harm, diseases, cuts, bruises, burns, dust odors, and elevated noise levels.
• Tasks may be performed in uneven, inclined, hard, and soft-carpeted surfaces/floors, cement structures and surfaces.
Physical Requirements:
• Ability to use tools, equipment, chemicals, etc. to perform essential functions of the job.
• Ability to use standard office equipment /tools required for the position (computer, phone, copy machine, hand-held radio, etc.)
• While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time, sit, use of hands and fingers, handle, or feel objects, tools or controls, reach with hands and arms, climb stairs, climb ladders, balance, stoop, kneel, crouch or crawl, talk or hear, or smell.
• The employee may occasionally lift and/or move up to 50 pounds and follow safe lifting procedures.
• Specific vision abilities required by the job include close vision.
• May be required to enter confined spaces.
