Job description

The Program Manager for Community Services is a Grade 20 management position within the Maryland Department of Human Services, Office of Adult Services. This role directs statewide implementation of Marylandโ€™s Adult Protective Services in compliance with the May 2024 Federal Final Rule, leading policy development, standardized assessment tools, and quality assurance frameworks across all 24 local jurisdictions. The position collaborates with state partners to integrate APS into the Longevity Ready Maryland strategic initiative and ensures person-centered interventions for vulnerable adults.

Key qualifications:
  • Master's Degree in Social Work, Public Administration, Business Administration, or closely related human services field
  • Three years of professional experience in program planning, implementation, or performance monitoring in government or human services
  • One year of supervisory or managerial experience overseeing professional staff
  • Preferred: Two years leading multi-jurisdictional workgroups or serving as liaison to federal/state oversight entities
  • Preferred: Two years using enterprise-level data analytics or electronic case management systems for program evaluation
  • Preferred: Two years tracking expenditures and monitoring contract compliance
