Role Overview:
The Deputy Director of Energy Assistance Program Application Review contributes to fulfilling IHCDA's mission by helping the Application Review Team ensure that Federal funds are spent responsibly and accurately through efficient and effective application review. The Deputy Director directly oversees the Application Review Team Leads, those performing Quality Control, and the customer service roles. This person is ultimately responsible for the success of the entire Review team, including internal and external staff. They will work closely with the local agency in charge of intake to ensure the entire process is working as efficiently as possible. The Deputy Director leads by overseeing timelines and deliverables and providing progress updates to the Senior Director and other relevant EAP staff.
Salary:
The salary for this position traditionally starts at $79,800.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
A Day in the Life:
The essential functions of this role are as follows:
- Coordinates policies, procedures, and program operations to identify opportunities to improve efficiency and effectiveness.
- Maintain a climate that attracts, retains and motivates top quality personnel.
- Assist the Senior Director in managing and overseeing the Energy Assistance Program, specifically the Application Review team, which helps low-income households with utility costs.
- Develops recommendations on cost containment and program improvement options.
- Prepares and oversees implementation plans.
- Integrate various aspects of programs that may have existed in silos into a team with a cohesive vision and strategy.
- Work closely with the other members of the EAP team to understand and implement policy in regard to applications.
- Measures and evaluates project phase and program phase success for new and existing projects.
- Attend and participate in supervisor level meetings within IHCDA.
- Attend and participate in future-state program and software planning meetings.
- Assists in implementing process and quality improvements including developing and reporting improvement measures.
- Coordinate with external agencies to ensure all parties are adhering to the established roles and responsibilities; meet frequently to develop new practices as needed.
- Ensures team is reviewing applications within the timeframe dictated by policy, while maintaining high quality.
- Mediate conflicts, disagreements, and complaints.
- Understand the needs of the staff to identify ways to motivate and create/maintain a positive culture.
- Confirms employee role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
- Sets expectations, measures progress, provides ongoing feedback, and evaluates the performance of employees. Ensures work adheres to quality standards, deadlines, and proper procedures.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

- Ability to establish priorities, set deadlines and carry out periodic reviews.
- Demonstrates exceptional communication and interpersonal skills, with an ability to influence and persuade across IHCDA.
