Job description

Treasury Accountant performs professional treasury/banking accounting work in the analysis, preparation, maintenance, or evaluation of financial reports, account reconciliation, debt management, investment accounting, and general accounting of City treasury funds, and commercial, custodial andmerchant accounts, within the Office of Finance.
Key Responsibilities:
  • Reviews the account analysis statements and service details for general banking and merchant services and submitting for payment.
  • Provides qualitative analysis, cost analysis, expenditure trends, and other reports. The TA also coordinates with other City department representatives regarding transactions, verifying costs and services.
  • Invoices other City departments for reimbursements from Special Funds to the General Fund for banking and treasury services.
  • Administer Street Improvement Bond program ledger. Processing semi-annual regular and delinquent billings. Post cash receipts to account while maintaining correspondence audit trail. Provide quarterly and annual position reporting of ledger.
  • Reconcile periodic debt invoices from successor paying agent to Office of Finance debt ledger. Prepare FMS JV and submit approved invoices for wire payment.
  • Submit quarter end and year end debt position reports. Complete debt service charge-off to accounting for cash reconciliation.
  • Monitor DWP, PW and CAO offices for new debt issues, obtaining the issue Offering Statements for record. Enter new issues to Debt ledger. Submit periodic new issue fund appointment letter to successor paying agent.
  • Other job related duties as assigned.

Desired skills, knowledge and abilities include:
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) applicable to banking, debt and accounts payable activities;
  • Knowledge and experience in banking and treasury operations and a unique understanding of treasury account analysis. Skills include an understanding of bank statement information, balance and compensation analysis, and have knowledge of Association of Finance Professional (AFP) codes, and bank balance adjustments;
  • Concise analytical, interpersonal, written and oral communication skills;
  • Working knowledge of allocation models and accounting software programs;
  • Proficient in Microsoft Word, Excel, and Sheets;
  • Ability to successfully implement new changes and work procedure;
  • Ability to successfully handle multiple assignments and priorities.

Requirements:
1. Graduation from a recognized four year college or university with a bachelor's or a master's degree in accounting or finance; and
2. Three years of full-time paid professional experience in treasury, banking or finance accounting activities, in any of the following areas: assessment accounting, structured finance reporting, monitoring investment and debt activity, effectuating payment of debt service, escheatment processing, cost accounting, cost allocation, cash management and cash flow analysis.
NOTE: Certification from the Association of Financial Professionals (Certified Treasury Professional designation or CTP) or similar association is desired, but not required.
