Montgomery Parks is hiring a Trades Construction/Project Manager to provide operational leadership within the Facilities Management Division's Structures section, a team of more than 40 employees responsible for building, maintaining, and repairing the park infrastructure that supports safe, accessible spaces across the park system.

This position is based at the Green Farm Maintenance Facility in Gaithersburg, Maryland, with work extending across parks and facilities throughout Montgomery Parks. The Structures section delivers highly visible work, from facilities and restrooms to parking lots, paths, bridges, signage, and exhibits that staff and the community rely on every day. The Trades Construction/Project Manager leads day-to-day operations across five core areas: warehouse operations, carpentry, masonry and paint, heavy equipment and asphalt, and the exhibit shop.

This role focuses on leading teams, coordinating work across trades, and ensuring projects are planned, prioritized, and delivered safely and efficiently. Through close partnership with other divisions, the Structures section supports ADA compliance, extends the life of park assets, and helps keep Montgomery Parks welcoming, functional, and ready for public use. Oversee crews and supervisors across warehouse operations, carpentry, masonry and paint, heavy equipment and asphalt, and the exhibit shop. Maintain a visible presence in the field to support crews, answer questions, and resolve issues in real timeCrew Management & Accountability Set clear expectations for safety, quality, and productivity

Conduct performance evaluations, probationary reviews, and corrective actions. Coach supervisors and staff to strengthen skills and improve performance. Address employee concerns, conflicts, and disciplinary matters promptly and consistently.

Coordinate with Human Resources when employee relations or policy guidance is needed. Work Planning & Jobsite Coordination Prioritize and schedule work across multiple trades, balancing daily service needs with Major Maintenance and Capital Improvement Projects Adjust plans based on site conditions, weather, and operational priorities. Coordinate crews, equipment, and materials to keep work moving.

Construction & Maintenance Oversight Oversee construction, demolition, and infrastructure work from planning through completion. Review drawings, specifications, and scopes of work before field mobilization. Coordinate with contractors, utility companies, and County agencies.

Monitor progress, inspections, and project closeout. Support continuity of park operations during construction activity whenever possible. Administrative & Financial Management Prepare and review documents for Division and Department approval.

Develop budget requests and project estimates within established deadlines. Monitor expenditures and track financial performance. Ensure compliance with purchasing procedures and authorization protocols.

Complete reports, correspondence, and required documentation accurately and on time. Safety, Equipment & Resources Enforce strong jobsite safety practices and regulatory compliance. Ensure proper use and care of tools, vehicles, and heavy equipment.

Monitor labor, materials, and job costs. Support training, certifications, and cross-training for field staff. Skills and Characteristics That Support Success Proven ability to lead crews and supervisors in a multi-trade, field-based environment.

Strong operational judgment and ability to make decisions on active job sites. Solid understanding of construction, maintenance, and coordinating work across multiple trades. Ability to read and interpret drawings, specifications, and scopes of work, and translate them into clear directions.

Strong commitment to jobsite safety, accessibility, and regulatory compliance. Clear, direct communicator who works effectively with staff, contractors, and partner divisions. Ability to manage schedules, budgets, estimates, and multiple projects at once.

Preferred Qualifications At least (6) years of hands-on experience in construction A bachelor's degree is preferred; an equivalent combination of education and relevant experience will also be considered. Master-level licensure in a skilled trade (such as HVAC, electrical, plumbing, or a related field) At least (6) years of experience leading teams, managing staff, and overseeing multiple projects or work programs at the same time. Minimum Qualifications Bachelor's Degree in Parks, Recreation, Public Administration, Landscape Architecture, Natural Sciences or any related field.

Six (6) years of experience in Park or Public Administration, Landscape Architecture, or natural sciences that includes varied park administration/management experience and two (2) years of supervisory experience that relates to functional area of assignment (e.g., recreation and leisure services, park enterprise, interpretation and conservation, horticulture and forestry, maintenance and development, or engineering/architecture/landscape architecture). An equivalent combination of education and experience may be substituted, which together total ten (10) years. Valid driver's license in accordance with both State and Commission rules and regulations

Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment. Supplemental Information Classification Specification: Parks/Recreation Assistant Division Chief (1928) May be subject to medical, drug and alcohol testing. Working Conditions Works in office.

Considerable pressure to meet deadlines. May be required to attend outdoor programs and activities. May work evenings, weekends and holidays as required; may be on call 24 hours a day to include holidays when facilities/programs are operational and after hours.

Responds to emergency situations as assigned. Incumbents in this class must frequently: remain in a stationary position, move about inside and outside the office, communicate and exchange information with internal staff and the public.
