Position Summary Information
General Summary
The Strategic Sourcing Specialist II performs general contracting duties in a team setting that involves substantial data gathering and evaluation to select and manage the appropriate suppliers for the Commission.
Essential Functions
  • Has authority to bind the Commission on purchases per the delegation of authority
  • Gains a thorough knowledge of products & services, supplier's processes and industry trends and practices
  • Analyzes spend data/trends to identify and develop overall strategic sourcing initiatives which meet the needs of the Commission
  • Performs moderate to complex financial analysis of supplier data, organizational spend, project data, and assesses total cost ownership to identify savings and general sourcing opportunities
  • Identifies and assesses potential opportunities, develop business cases, and present recommendations to various levels of management to build support for Sourcing initiatives
  • Applies Qualitative Thinking - Leverages both data and non-data driven insight to form an opinion thereby facilitating Technical decision making
  • Recommends and justifies strategic sourcing initiatives and supplier enablement initiatives by using data mining tools to conduct spend analysis, prepare supporting reports/spreadsheets, comparisons
  • Recommends the most appropriate and efficient method for formation of strategic sourcing initiatives / agreements for the Commission from the analysis of institutional spend, end-user activity and the marketplace
  • Prepares RFx's, develops or reviews RFx scoring models, performs vendor analysis, develops and reviews Service Level Agreements, develops, reviews, recommends and executes sourcing strategies for assigned projects
  • Applies negotiation skills to resolve supplier disputes with an acceptable outcome for the parties per Commission, rules and regulations
  • Decides appropriate resolution to problems that may arise during the strategic sourcing contracting processes by mediating disputes between WSSC Water and the suppliers
  • Defends and/or justifies an award of a formal bid or proposal in the event of a formal protest filed by a supplier with support of the Chief Procurement Officer or designee
  • Develops strong working relationships with various internal departments and associates to service both their day-to-day and project related needs
  • Actively monitors and tracks supplier performance through periodic financial reviews, product performance, customer satisfaction surveys, discrepancies, damage claims and contract compliance
  • Acts as a liaison between supplier and customer to protect and/or enhance the integrity of the Procurement Office and Commission
  • Develops and administers a cross functional alliance management program that focuses on continuous improvement, supplier benchmarking, and driving out waste and cost
  • Monitors and tracks supplier performance through periodic financial reviews, product performance, customer satisfaction surveys, and customer outreach
  • Develops internal policies and tools necessary to implement strategic sourcing initiatives and assists in prioritizing strategic sourcing initiatives
  • Markets and promotes strategic agreements to the Commission stakeholders to facilitate end user participation in and support of strategies
  • Provides assistance to stakeholders with acquisition strategies, procurement options and contributes to the supplier selection and negotiation processes to determine total cost of ownership with achieving optimum product quality, service and ultimate delivery
  • Responsible for working with suppliers to provide cost-effective, timely delivery of products or services with stringent technical specifications and complex quality requirements
  • Develops, establishes, and maintains high caliber professional relationships with suppliers and internal customers
  • Establishes and develops preferred supplier programs and partnerships to meet the current and future needs of the organization
  • Manages supplier performance and perform supplier evaluations - develop plans for service improvement and implement corrective actions as required
Other Functions
  • Assists in ensuring resolution with discrepancies identified by the contractors or customers
  • Serves as a member of the selection panels
  • Creates draft report of the selection panel results
  • Acts as a sr strategic sourcing specialist in their absence
  • Trains customers on procurement principles, practices and techniques
  • Uses business software to create and maintain documents, reports, spreadsheets and databases
  • Assists the team in the management and development of large or complex team projects and may manage team projects of moderate complexity

Required Knowledge, Skills, And Abilities
  • Advanced knowledge of business and relationship management principles and practices in purchasing, contracting, and negotiating complex contracts
  • General knowledge of research techniques, finance, and accounting; ability to perform cradle-to-grave contracting work of moderate complexity
  • Ability to lead a team in the performance of moderately complex procurements
  • Ability to write clearly and concisely using proper language and grammar
  • Ability to demonstrate good judgment in applying laws, regulations, policies and procedures to the procurement process
  • Ability to effectively manage workload within a team setting
  • Ability to practice effective time management
  • Ability to promptly respond to requests and complaints from the general public, suppliers, customers, co-workers and external government agencies and work proactively to resolve issues
  • Ability to actively collaborate with team members, customers and suppliers to accomplish team objectives
  • Demonstrates problem solving and analytical expertise
  • Familiar with the capabilities/availability of the suppliers/contractors in the local industry
Minimum Education, Experience Requirements
  • Bachelor's degree in Business Administration, Contract Management, Engineering or a related technical curriculum

  • 3+ years of progressively responsible experience in engineering, finance, operations, procurement or supply chain management office with experience administering complex contractss

OR
  • High School diploma or equivalent

  • 7+ years of progressively responsible experience in engineering, finance, operations, procurement or supply chain management office with experience administering complex contracts
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.

  • Certified Purchasing Manager (CPM)
  • Certified Professional in Supply Management (CPSM)
  • Certified Professional in Supplier Diversity (CPSD)
  • Certified Public Purchasing Officer (CPPO)
  • Certified Public Purchasing Buyer (CPPB)
  • Certified in Production and Inventory Management (CPIM), designation as a Federal Government Acquisition Professional certified to Level II, or equivalent
  • Course work in Negotiations, Contract Management, Cost and Price Analysis

Salary $40.48 - $69.75
