Position OverviewThis position is responsible for assuring that all materials and procedures used to produce bituminous mixtures in the district are in accordance with the contract documents. This position is also responsible for operating and maintaining remote Hot-Mix Asphalt (HMA) and Portland Cement Concrete (PCC) labs, and inspection and certification on industry labs.
- Ensures that all materials tested, inspected, and shipped to state projects comply with applicable specifications.
- Responsible for the accurate and timely distribution of inspection reports and for data entry for materials shipped.
- Maintains professional relationships with all producers, suppliers, local and county officials, and others involved in the production and use of materials.
- Provides advice and assistance to producers and suppliers upon request.
- Performs nuclear density tests on bases, shoulders, and pavements, earthwork, and aggregate base course.
- Performs and supervises Hot-Mix Asphalt (HMA) and Portland Cement Concrete (PCC) quality assurance testing.
- Maintains and calibrates laboratory equipment.
- Performs duties in compliance with departmental safety rules. Performs duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
- Completion of two years of college in civil engineering technology, pre-engineering, or a job-related technical/science curriculum PLUS five years of engineering experience; OR Seven years of engineering experience.
- Completion of HMA and PCC QC/QA Level II Courses.
- Skill in the use of laboratory testing equipment and engineering field and office instruments.
- Ability to perform duties independently and with minimal guidance and supervision.
- Strong oral and written communication skills.
- Good organization skills.
- Valid driver's license.
- Frequent state-wide travel is required.
- Ability to lift 50 lbs.
- Successful completion of pre-employment physical and pre-employment drug and alcohol screening.
- Successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
