We are looking for you to take the next step! The Texas Workforce Commission (TWC) is seeking a Program Specialist IV to join the UI Administration & Operational Support (UIA&OS) Department, to help provide Unemployment Insurance (UI) guidance and support to TWC staff across the state. The position will be located in UI Administration and Operational Support at 1411 Brazos St, Austin, Texas. Applicants must reside in the Austin area or be willing to relocate to the Austin area.

WHAT YOU WILL DO:
The Program Specialist IV performs highly complex (senior-level) work. Will monitor, review, and evaluate calls and claims for compliance to Special Payment policies and procedures. Plans and organize case review assignments for Unemployment Compensation for Combined Wage Claims (CWC) and Chargeback programs.  Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
WHAT YOU WILL BE RESPONSIBLE FOR: 
- Coordinate, provide and perform highly complex (senior level) consultative services and technical assistance work, including processing advanced Unemployment Insurance (UI) claims in UI Administration and Operational Support. 
- Review calls and claim decisions for quality and conformance to policies, procedures, and applicable laws within the Chargeback, Combined Wage Claim (CWC), and specialized claim service programs, and coordinate the work of others within these programs in addition to those working in the UI Central area and other areas as needed.
- Develop training material to address deficiencies, conduct training, and provide guidance to staff in the development and integration of new or revised methods or procedures.
- Coordinate and collaborate with program staff in program planning, development, implementation, analysis and documentation of agency programs, ensuring compliance with policies and procedures.
- Research, evaluate issues, and communicate effectively using extensive knowledge of UI programs and UI benefits system to respond accurately to inquiries from claimants, employers, Tele-Centers and other TWC departments.
- Read and research laws and policies to provide technical guidance on program operations and to coordinate identification and implementation of process improvements.
- Respond to inquiries from other states regarding CWC or other claim issues in addition to resolving questions, issues, problems and/or complaints.
- Collect, organize, analyze and/or prepare materials in response to requests for program information and reports.
- Serve as lead worker, coordinating and monitoring work activities of staff, including during Manager's absence.
- Plan, develop, and implement special UI projects.
- Perform related work as assigned.

YOU QUALIFY WITH:
- Two years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
-Relevant academic credits may be applied toward experience qualifications for this position. 
-Six months of full-time in-service TWC experience classified as a Program Specialist III or Program Supervisor III with regular status will satisfy the minimum qualifications
YOU ARE A GREAT FIT WITH:
- The ideal candidate has recent and extensive experience in, and knowledge of, the UI programs, UI Benefits System, and the special program areas such as Chargeback and Combined Wage Claim (CWC)
- Supervisory or lead experience, considerable experience monitoring, and scoring both calls and non-monetary decisions
- Good verbal and writing skills
- Bilingual English/Spanish

Will work 40 hours a week during hours of operation Monday through Friday, 8:00 AM to 5:00 PM CT. Occasional overtime (evenings, weekends, and holidays) may be required. Management will set the schedule. Duties require up to 10% travel (within the state of Texas) and the ability to lift 15 Lbs. A skills test and an oral interview will be part of the selection process. Criminal background check conducted on final candidate.
