DESCRIPTION THE PORT OF LONG BEACH IS SEEKING A DIRECTOR OF MAINTENANCE (This is an at-will position) Salary Range: $192,025.495 - $268,836.528 ABOUT US The Port of Long Beach, one of the world's busiest seaports, is an international gateway for the reliable, efficient, and sustainable movement of goods and is a leader in environmental stewardship. Credited with moving approximately $300 billion in trade, the Port serves as a critical hub for international commerce and is a major transportation center. Port-related international trade has a wide-ranging economic impact, supporting millions of jobs that benefit the region and the entire country. THE TEAM The Maintenance Division delivers world-class maintenance services to ensure safe, reliable, environmentally sound, cost-effective facilities, infrastructure, and assets for our tenants and other Port stakeholders. We strive for a positive customer experience every time.
The team of approximately 100 professionals is divided into five main sections: Administrative Services (accounts payable, budgeting, contracts, environmental compliance, professional/vendor services, and warehouse operations) Facility Services (building mechanical, carpentry and painting, custodial services, and fire/life/safety code compliance) Harbor Marine (commercial dive operations and vessel maintenance services) Infrastructure (docks and piers, general maintenance, landscaping, roadways, and signage) Utilities and Fleet Services (electrical, fleet/pool vehicle services, plumbing, and pump station services) This high-functioning team ensures the safe and effective 24/7/365 availability of the Port's common-use infrastructure and the uninterrupted velocity of cargo for Port terminal operators, tenants, and other valued stakeholders. THE ROLE The Director of Maintenance is responsible for providing strategic direction and overseeing all maintenance services for the public infrastructure and facilities within the Port, including the potable water system, the sewer and pumping stations, storm water pumping and drainage systems, street lighting, docks and wharves, maintaining the navigable waterways free of debris and obstructions, street repairs, landscape and grounds maintenance, traffic accident cleanup, custodial services, and maintaining the Port's equipment, fleet of vehicles, vessels, and buildings that are not assigned to tenants. EXAMPLES OF DUTIES HOW YOU GET TO CONTRIBUTE: Provide leadership and direction for the division that provides all maintenance services for the Port of Long Beach; supervise staff in performing their daily responsibilities; interviews and recommend employees for hire; train, coach and mentor staff; evaluate employee performance, prepare annual performance reviews and provide coaching for performance improvement; take disciplinary action to address performance or other deficiencies; and direct subordinate supervisors. Provide strategic direction for the Maintenance Division in order to align its services and mission with the overall mission of the organization; participate in strategic planning for departmental activities; develop short and long-range goals, objectives, policies and priorities for maintenance-related functions and programs; analyze needs and forecasts infrastructure requirements; develop and monitor standards and service levels; and allocate staff and resources according to priorities. Analyze complex maintenance issues, problems and concerns; develop and evaluates alternatives; facilitate the implementation of effective solutions; conduct organizational and operational studies; and recommend modifications to maintenance programs, policies and procedures.
Provide oversight to consultants and contractors; direct special assignments, such as remodeling projects; provide assistance to the Engineering Design Division; and work with and provide input to the overall management of the Engineering Bureau. Oversee and direct the development and administration of the Maintenance Division's annual personnel and non-personnel budget and makes prudent budgeting and staffing decisions to control costs. Research, prepare and present oral and written reports to the Harbor Commission; prepare memos, reports and correspondence regarding assigned services, activities and programs; and attend Board of Harbor Commission, staff, public and private agency meetings as required.
Makes modifications to comply with ADA, AQMD, OSHA and other regulatory requirements and respond to the emergency needs of tenants for such things as plumbing work and electrical repairs. Respond to inquiries from Port management and customers on a wide range of subjects; correspond with internal and external Port customers via email, phone and in person; and interact with and advise managers, supervisors and employees at all levels. Perform other duties as required.
REQUIREMENTS TO FILE EDUCATION, KNOWLEDGE & EXPERIENCE: Bachelor's Degree in Business Administration, Facilities Management, Public Administration, Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Management or related field is required. Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis. 10 years of increasingly responsible maintenance management experience, including at least five years of direct supervision of a large staff, is required.
A strong leadership background, with experience as a number one or number two management professional in a complex, similarly situated organization with comparable challenges and structure is expected. A history of managing and successfully working with people from diverse backgrounds and areas of technical expertise; creating effective working relationships across functional lines; and effective partnering and problem-solving is required. Preference given to experience in other port environments, but not required.
Experience preparing and monitoring a division budget of similar size is required. Must have solid technical knowledge of all functional areas and a broad understanding of maintenance, construction and facilities terminology, including the methods, materials and equipment used in the various building construction and maintenance trades. Must have knowledge of the principles, practices and techniques involved in the operation of buildings, structures and facilities; principles and practices of administration, employee supervision, budgeting, purchasing, counseling and mediation; and the ability to strategically manage operational and resource management needs.
Must have knowledge of federal, state and local laws, permits, codes, ordinances and regulations pertaining to construction and facilities management; current trends, theories, practices and regulations regarding facilities services; safety regulations, codes and safe work practices; and ADA, AQMD, OSHA and other regulatory requirements. Requires knowledge of principles and practices of sound business communication, excellent oral and written English language skills for business applications, including spelling, grammar and punctuation. Knowledge of maritime, environmental, construction, government or engineering terminology is desirable.
TECHNICAL SKILLS NEEDED: Ability to analyze and quickly react to facility emergencies; analyze and categorize data and information; identify consequences and select alternatives; and thoroughly analyze and find creative solutions to difficult problems. Ability to manage and direct a group of workers, including selecting, training, assigning, prioritizing, monitoring and evaluating the work of subordinate staff, including counseling and resolving conflicts. Must be able to effectively use MS Office, including Word, Excel and Outlook, and adapt to and use new software programs, as applicable.
Must have high-level organizational and planning skills; be capable of effectively managing numerous diverse projects and priorities simultaneously; handle frequent interruptions and competing deadlines; set priorities, take initiative and exercise sound independent judgment; and work independently without extensive direction or oversight. Ability to prepare clear, accurate and concise records, reports and correspondence; gather information and identify research resources; and possess strong technical knowledge, business writing and presentation skills. Must be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) during the course of employment.
DESIRABLE: Must have demonstrated leadership skills that include maturity, vision, and an ability to articulate the organization's vision and mission to others. Second language speaking ability is a plus. You will need strong negotiation skills, political savvy, excellent client/customer relation skills, and exceptional public speaking/presentation skills to thrive.

Auto Allowance - $550.00 per month Executive Leave - 40 hours per year. Retirement - CalPERS 2% @ 62, coordinated with Social Security. Current member contributions are 8.00% for CalPERS and 6.2% for Social Security, paid by the employee
Pay for Performance - Pay for Performance is awarded based on employee performance as demonstrated through achievement of individual goals, demonstration of required competencies, and available budget funds. Deferred Compensation - The City contributes up to 5% of the base salary for all qualified members contributing to the 457(b) plan. Group Health Insurance - Medical and dental options (HMO and PPO).
Free vision coverage. Life Insurance - City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000. Disability Insurance - City-paid short- and long-term disability insurance.
Vacation - Vacation is accrued at 3.7 hours per pay period to begin, which is equivalent to two weeks on an annual basis. Vacation can be used after six months of service. Sick Leave - Accrued at 8 hours per month
Accruals may be converted upon retirement into cash credits toward health and/or dental insurance premiums or retirement service credits. Paid Parental Leave - After six (6) months of City employment, the City pays up to 30 consecutive days (160 hours) for eligible employees to take paid time to bond with the child upon birth, adoption, or foster placement of a child, up to the age of 17. Holidays - 11 scheduled holidays per calendar year and four (4) personal holidays.
Bereavement Leave - 5 days for the death or critical illness of an immediate family member. Education Reimbursement - Tuition reimbursement allows employees to obtain additional education or training. Annual Physical - Eligible to receive an annual physical examination at the city's expense through the city-provided program.
Public Student Loan Forgiveness - As the Harbor Department of the City of Long Beach, a governmental agency, the Port of Long Beach is a qualifying employer for the Public Student Loan Forgiveness (PSLF) program. 529 college savings plan - The ScholarShare529 plan is an account that allows employees to invest specifically for future education expenses through the Long Beach City Employees Federal Credit Union. Funds can be used from your 529 savings plan to send your grandkids, kids, or even yourself to any accredited public or private U.S
