Spiral Solutions is seeking a Senior Naval Command & Control (C2) Analyst (JEMSO) to join our team!
Location: Nellis AFB, Nevada
Are you the expert who ran the Combat Information Center (CIC) from a warship, or the one who managed the air battle from the back of an E-2D Hawkeye? Can you translate that deep, hands-on experience into shaping the future of Joint Electromagnetic Spectrum Operations (JEMSO)? JCER is seeking a senior Naval C2 professional to join our elite team at the forefront of innovation. In this role, you won't just analyze threats; you will use your operational expertise to develop and validate the TTPs that will give our forces the decisive edge. Requirements
What You'll Do (Key Responsibilities):
As a Senior Naval C2 Analyst, you will be the go-to expert for naval combat systems integration. You will:
  • Lead tactical and operational-level research on the impact of emerging EMSO threats to joint C2.
  • Serve as the Subject Matter Expert on Naval C2 systems, platforms, and their vulnerabilities, with a deep understanding of Tactical Data Links (TDL) and spectrum management.
  • Translate your leadership in managing tactical data links (TDL) into actionable recommendations for C2 execution, from link management to directing forces and executing mission tasking.
  • Design and evaluate high-fidelity training scenarios and formal test events, leveraging your experience on a Combat Systems Training Team (CSTT) to enhance fleet readiness.
  • Author and present expert-level reports, studies, and briefings on your findings, recommending changes to joint tactics, publications, and evaluation resources.
  • Act as a key liaison, working with partner agencies to coordinate data collection and JEMSO operations.

What You'll Bring (Qualifications):
Minimum Qualifications:
  • An active Top Secret security clearance, with the ability to obtain and maintain SCI access.
  • A minimum of 12 years of relevant, hands-on experience in Naval Command and Control (C2) operations.
  • Expertise in Navy C2 platforms and a deep understanding of current service capabilities, TDLs, and EMSO vulnerabilities.
  • Proven ability to develop detailed mission analysis and integrate resources to meet complex mission requirements.
  • Experience in a role with operational-level focus (e.g., Joint, CCMD, or Service level staff assignments).

Highly Desired Qualifications:
  • A career path centered on Naval C2
  • Proven expertise earned as a senior Operations Specialist (OS) or Surface Warfare Officer (SWO) is ideal.
  • Expertise from the E-2D Advanced Hawkeye community. We are explicitly seeking Naval Flight Officers (NFOs) with experience as Air Intercept Controllers (AIC) or Combat Information Center Officers (CICO).
  • While a naval background is preferred, we strongly encourage and highly value C2 experts from our sister services. We are specifically looking for:
    • U.S. Air Force: Air Battle Managers (ABMs) and Weapons Directors (AWACS, JSTARS, CRC).
    • U.S. Marine Corps: Air Command and Control Officers (TAOC, DASC).
    • U.S. Army: Air Defense Artillery Fire Control Officers (ADAFCOs).
  • ESWS and/or EAWS qualifications, demonstrating a commitment to fleet excellence.
  • 15+ years of relevant C2 experience.
  • Project Management Professional (PMP) certification is a significant plus.
