Job Summary The Public Works Inspector performs skilled technical duties reviewing public works construction plans and specifications for compliance with City and other applicable codes, policies, and procedures. The position also performs technical inspections of construction projects in the field to ensure compliance with City specifications and standards. This is a journey-level technical position that requires extensive knowledge of construction methods, with emphasis on knowledge and experience in public works related construction.

The position is supervised by the Streets & Engineering Director, with latitude allowed for independent judgment and initiative. It requires two years technical training in public works construction and four years' experience in public works construction or a related field. The position works in a public office environment where the noise level is generally moderate and in a field environment at construction sites that include exposure to adverse weather conditions, heavy construction equipment, and traffic.

Examples of Duties (illustrative only and may vary by assignment) Performs technical review of public works construction plans for compliance with City and all other applicable codes, ordinances, regulations, and requirements; Performs on-site inspections of public works construction projects for quality, completeness, and compliance with approved plans and compliance with City and other applicable codes and regulations including but not limited to the Manual of Uniform Traffic Control Devices and Idaho Standards for Public Works Construction; Calculates material quantiles for a variety of projects; Performs initial and final inspections for approval of new subdivision public improvements; Inspects public works-related projects including, but not limited to, subdivisions; street overlay and chipseals; utility project encroachments into City rights-of-way; curb, gutter and sidewalk projects; commercial, industrial, and residential subdivision development projects; and stormwater projects; Performs final inspections, including signature of approval, for occupancy of commercial and residential structures relating to public improvements; Monitors work performed in the public right-of-way to assure pedestrian and vehicle safety and to ensure compliance with standards; Issues encroachment permits with conditions and requirements to parties requesting to work in the public right-of-way; Inspects and rates street conditions for overlay, chipseal, or replacement; Acts as a resource for contractors, engineers, design professionals and the public on matters relating to code requirements and construction techniques and practices; Creates and maintains detailed inspection records, logs, databases, and reports; Responds to citizen inquiries and complaints, including follow-up and resolution; Prepares detailed reports for administrative review; Operates a motor vehicle; Responds to management's, supervisor's, co-workers' and citizens' questions and comments in a courteous, thorough and timely manner; Performs time management and scheduling functions, meets deadlines, and sets project priorities; Maintains strict confidentiality of all matters; Assists other department and City employees as needed or requested; Performs all work duties and activities in accordance with City policies, procedures, and safety practices. Secondary Duties and Responsibilities: Performs other duties as assigned. Minimum Requirements High school diploma or GED; Two (2) years technical training in public works construction and four (4) years' experience in public works construction or a related field is required; Driver's license is required; or An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.

Skill and Ability to: Understand and implement civil engineering testing methods, principles, practices, and procedures; Read and interpret blueprints, plans, and specifications; Visualize completed projects in planning stages and estimate end results; Accurately estimate quantities of materials; Inspect commercial and residential projects on-site and determine if they comply with approved plans; Inspect public works construction projects during the construction process and determine compliance with City, state, federal, and all other applicable regulations, standards, and, requirements; Operate a motor vehicle; Create and maintain detailed records, databases, logs, and reports; Prepare and present oral and written reports; Perform basic mathematical calculations to track, monitor, and record system operations; Operate a personal computer and laptop, and related software applications; Operate standard office equipment; Establish and maintain effective working relationships with elected officials, state agencies, local governments, contractors, co-workers, and the public; Use English and speak clearly for understanding; Listen carefully to, understand, and effectively communicate through verbal, written, and electronic communication channels; Perform duties to supervisor's expectations; Follow verbal and written instructions; Work independently and exercise initiative, with general guidance and supervision; Maintain a professional demeanor at all times; Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; Demonstrate integrity and ingenuity in the performance of assigned tasks and solving problems; Perform all duties in accordance with City policies and procedures with regard for personal safety and that of other employees and the public.

The duties include work in confined spaces. The employee must frequently lift and/or move up to 25 pounds and, infrequently, up to 50 pounds. Specific vision abilities required by this classification include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Sufficient clarity of speech and hearing abilities required by this classification includes those which permit the employee to discern verbal instructions and communicate effectively in person and by telephone and to discern safety warnings such as alarms and emergency warning sounds, including vehicle backup warnings. While performing the duties of this classification, the employee works in a public office environment where the noise level is usually moderate. Field inspections may include exposure to adverse weather conditions, construction equipment, and traffic.
