Role Overview:
The Grants Analyst for Community Services, fulfills the mission and vision by providing grants management and technical assistance in the delivery of the Continuum of Care Program (CoC). The Analyst will assist sub-recipient agencies in utilizing CoC grants to support individuals who are experiencing homelessness. The Analyst will provide technical assistance on grant compliance and best practices, oversee day-to-day oversight of CoC projects, collaborate with Continuum of Care Grants Manager to implement a successful CoC funding competition, and ensure effective close-out of portfolio of CoC grants.
Salary Statement:
The salary for this position traditionally starts at $53,200.00 but may be commensurate with education or work experience.
Job Description
Grants Management
  • Collaborate with grantees across the state to improve funding utilization and maintain compliance with federal guidelines.
  • Maintain and protect confidential information.
  • Modify or develop forms, processes, and procedures to increase program efficacy and efficiency.
  • Attend regular training from HUD or other entities addressing homelessness services and programs.
  • Review grant agreements for accuracy.
  • Prepare monthly utilization reports for a portfolio of grants and present findings to grants team.
  • Support grant close-out by reviewing performance reporting and compliance with HUD requirements.
  • Working proficiency with MS Excel and comfortable learning new grant management software systems

Program Parnter Support and Technical Assistance
  • Work as a liaison between federal partners at HUD and grantees across the state.
  • Read, interpret, and assist with the explanation of complex federal regulations.
  • Collaborate with grants team to research, develop, and distribute appropriate guidance and training.
  • Respond in a helpful and timely manner to inquiries by phone, e-mail and in-person from sub-recipients.

Teamwork and Internal Collaboration
  • Develop and update standard operating procedures.
  • Collaborate with departments across the agency including financial operations and program accounting.
  • Participate in continuous improvement and training across the department and agency.
  • Support, review, and score CoC applications in conjunction with CoC Grants Manager.
  • Attend and contribute to daily team huddles, weekly & monthly departmental and agency meetings.

Education and Experience
  • Bachelor's Degree required (or six years of relevant work experience may be substituted for degree).
  • Prefer education in public affairs, public policy, nonprofit management, or similar; OR work experience in nonprofit or government program management.
  • Experience with programs serving vulnerable populations, especially individuals experiencing homelessness

Work Environment and Physical Demands
  • This position is full-time, in-person, five days per week at the IHCDA office in downtown Indianapolis.
  • Must be able to work proficiently with computers and other office equipment in an open-office environment.
  • Work requires spending long periods in front of a computer.
  • Technical assistance and program training may require travel within the State of Indiana about 20% of the time throughout the year.
