Neos is Seeking a Sr. Mainframe Developer (COBOL/DB2/Natural) for a long-term contract role with our client in Austin, TX.

DESCRIPTION OF SERVICES
Scope / Description of Services
The Worker(s) will provide the following services:
  • Perform advanced automated systems development work as a member of the project team implementing the four standardized NASWA SIDES exchanges:
    • Additional Fact-Finding (ADF)
    • Determinations
    • Monetary Charges
    • Benefit Charges
  • Perform activities during all phases of the Software Development Life Cycle (SDLC), including:
    • Requirements analysis
    • Documentation
    • Coding
    • Testing
    • Troubleshooting
    • Customer support
  • Develop and test COBOL, Natural, and JCL applications to meet design specifications.
  • Document current processes.
  • Create and review project specification modifications.
  • Develop test cases for new and modified programs.
  • Analyze, document, design, and develop logical structured applications that can be maintained by others.
  • Test applications in accordance with agency standards.
  • Ensure adherence to programming documentation, procedural standards, and management objectives.
  • Integrate incoming and outgoing NASWA SIDES exchange data streams into the existing legacy processing architecture.
  • Modify:
    • Runtime routines
    • User interface screens
    • Database tables
    • Batch processing jobs
  • Execute dedicated analysis for each NASWA SIDES exchange because of differing:
    • Data formats
    • Validation rules
    • Processing triggers
  • Perform additional duties as assigned.

Requirements
  • 8 years Advanced proficiency writing, testing, and debugging COBOL, Natural, and JCL applications within large-scale mainframe environments.
  • 8 years Hands-on experience analyzing, modifying, and optimizing DB2 tables, schemas, and relational databases.
  • 8 years Knowledge of scripting and batch processing, including modifying CICS/Map online screens, runtime routines, and batch jobs.
  • 8 years Knowledge of Web API development using SOAP, REST, XML, and JSON, including mapping external web-service data into legacy mainframe processing.
  • 8 years Experience implementing secure authentication and authorization using LDAP, SAML, or OIDC.
  • 8 years Experience analyzing existing legacy routines and batch processing workflows to integrate new functionality and modify DB2 databases.
  • 8 years Knowledge of Software Development Life Cycle (SDLC) principles, software design, and application programming.
  • 8 years Ability to accurately test software applications using data-driven development approaches.
  • 8 years Skill in troubleshooting, testing, scheduling, installing, implementing, and supporting software systems.
  • 8 years Expertise analyzing undocumented or highly customized legacy code to perform impact analysis and gap assessments.

Preferred Qualifications
  • 2 years Experience implementing or maintaining NASWA SIDES exchanges.
  • 3 years Functional knowledge of:
    • Additional Fact-Finding (ADF)
    • Determinations & Decisions (DD)
    • Monetary/Potential Charges (MPC)
    • Benefit Charges (BC)
  • 2 years Experience with SDLC tools including Visio and ALM Octane.
  • 3 years Experience handling Personally Identifiable Information (PII) within state or federal agencies.
  • 3 years Experience with identity management and authentication frameworks including Azure, Okta, LDAP, and Entra.
