COBOL Solution Designer
Location: Indianapolis, Indiana (Remote)
Role Overview
We are seeking a COBOL Solution Designer with experience designing, analyzing, developing, and maintaining applications written using COBOL and IDMS for IBM mainframe operating systems. The primary role involves analyzing business requirements and designing COBOL-based solutions for a government payroll system. The position requires comfort with daily agile stand-ups and working under management direction.
Key Responsibilities
  • Analyze business requirements and design COBOL-based solutions.
  • Create program specifications, design data structures, and define processing logic.
  • Translate high-level product development strategies into system requirement specifications.
  • Ensure requirements comply with client requirements and government standards through formal verification methods.
  • Design interfaces and integrate system elements to function as a whole.
  • Participate in system conceptual design and the documentation of design concepts.
  • Modify existing databases and database management systems or direct programmers and analysts to make changes.
  • Work within a project team to coordinate database development and determine project scope.
  • Participate in daily agile stand-up meetings.
Required Qualifications
Education: A bachelor's degree in computer science, software engineering, or a relevant field is required.
Experience: 2-4 years of experience are required. Proficiency in COBOL and IDMS design is the primary focus. Experience with COBOL design for the IDMS database is essential.
Technical Skills:
  • Proficiency in COBOL and IDMS is required.
  • Familiarity with the full software development lifecycle.
  • Ability to troubleshoot issues and make system changes.
  • Knowledge of computer development software across multiple platforms.
  • Experience with Agile environments.
Preferred Qualifications
  • Experience with ADSO is a plus.
  • Experience in banking or payroll domains, particularly with federal, state, or local payroll systems, is beneficial.
  • Prior federal government experience is a significant advantage.
  • Familiarity with how COBOL functions within a payroll transaction environment.
