Job description

We are currently seeking a Senior Project Manager to join our clientโ€™s team in Baltimore, MD. This can be a remote position with limited travel to the clientโ€™s site. The Maryland Department of Health (MDH) is currently seeking a Senior Project Manager to lead the planning, development, and execution of the Request for Proposal (RFP) for the replacement of the Stateโ€™s legacy Medicaid Management Information System (MMIS). The Senior Project Manager is responsible for overseeing and managing all activities and deliverables for MDH supporting the replacement MMIS. This role requires deep knowledge of CMS (Centers for Medicare & Medicaid Services) guidelines, Medicaid modularity initiatives, and large-scale IT procurement. The Senior Project Manager will work with State stakeholders to gather requirements, develop the solicitation document(s), manage the procurement process, and support vendor selection.


Job Duties

  • Oversees core Project Management Office (PMO) functions: Develop and maintain the project schedule, assist with the development, maintenance, and execution of the Program Management Plan, and supporting PMO Project Management methodology, process, and implementation guidance.
  • Project health and quality: Monitor deliverables, tracking KPIs, and outcomes of MMIS Replacement project controlling activities such as risk identification and mitigation, issue resolution, budget status, and change requests affecting scope.
  • Project Lead activities: As the Senior Project Manager prepares or contributes to status reports and agendas for weekly, bi-weekly, and monthly meetings, and participates in communicating organizational project strategy decisions.
  • RFP Development: Define the scope of work, technical requirements, business functional requirements, and deliverable schedules for the new MMIS RFP.
  • Procurement Leadership: Lead the end-to-end RFP process, including market research, drafting, issuance, Q&A sessions, and vendor proposal evaluations.
  • Stakeholder Engagement: Facilitate meetings with executive leadership, IT and business stakeholders, and program staff to align procurement priorities.
  • Compliance & Governance: Ensure all RFP documentation aligns with state procurement rules and CMS certification guidelines.
  • Risk & Issue Mitigation: Identify and document potential risks, issues, and dependencies related to the system transition to prevent failed implementations.
  • Vendor Management: Evaluate vendor solutions and manage interactions during the procurement process.


Qualifications

  • 8+ years of experience running multiple concurrent projects.
  • 5+ years working on Medicaid Management Information System (MMIS) or Medicaid Enterprise Systems (MES) projects.
  • 5+ years supervising product delivery from a team and coordinating service delivery.
  • 3 โ€“ 5 years of Experience managing multi-vendor projects.
  • 3 - 5 years of strong direct experience with Microsoft Project.
  • 2 โ€“ 4 years of experience with Certification and CMS procurement requirements.
  • 1 - 2 years performing procurement work (developing RFIs/RFPs, vendor selection, and evaluation).
  • Experience with Medicaid Information Technology Architecture (MITA) 3.0 including the maturity matrix and the Seven Conditions and Standards.
  • PMP or equivalent certification.
  • Bachelorโ€™s degree in computer science, information systems, or similar field.


Preferred Qualifications

  • PMO experience.
  • Familiarity with CMS Certification

Salary Range: $105,000 - $135,000
