The Defense Commissary Agency (DeCA), headquartered at Fort Gregg-Adams, Virginia, operates a worldwide chain of commissaries providing groceries to military personnel, retirees, and their families in a safe and secure shopping environment. The Public Affairs Office (PAO) and Marketing (MPM) are responsible for fulfilling the obligation to keep important and diverse internal and external audiences informed. The success of DeCA in achieving its vision hinges, in large measure, upon DeCA’s ability to educate and inform key audiences through effective strategic communications. Duties and Responsibilities:  • Design, develop, and modernize SharePoint Online and/or on-premise environments to improve usability, performance, and scalability • Migrate legacy systems, databases, and workflows into modern SharePoint or M365-based solutions • Develop custom web parts, workflows, forms, and integrations using modern frameworks (SPFx, Power Platform, .NET) • Enhance information architecture, navigation, and content organization to improve user experience • Support integration of SharePoint with enterprise systems, databases, and external platforms • Assist in transitioning and integrating content management systems and web technologies in alignment with modernization efforts • Support analytics, reporting, and data-driven improvements to site performance and user engagement • Maintain and enhance SharePoint applications and associated systems to ensure uninterrupted operations • Troubleshoot and resolve system issues, vulnerabilities, and performance bottlenecks • Support ticket resolution, system monitoring, and operational reporting requirements • Improve site usability, accessibility (Section 508), and mobile responsiveness • Support content lifecycle management, including auditing, archiving, and optimization • Collaborate with stakeholders to refine requirements and deliver user-focused solutions • Provide training and guidance to government users on SharePoint and CMS capabilities • Develop technical documentation, user guides, and system architecture artifacts • Support knowledge transfer and continuous improvement initiatives Qualification(s):  • Bachelor’s Degree in IT, Computer Science, or related field (or equivalent experience) • 5+ years of SharePoint development experience • Experience with SharePoint Online and/ or SharePoint 2016/2019 • Strong experience in SharePoint modernization and migration efforts • Must have IAT II Certification (Security+ CE, CND, CCNA-Security, CySA+, SSCP, GICSP, or GSEC) • Proficiency in SharePoint Frameworks, Power Platform and Power Apps, HTML, CSS, JavaScript. • Preferred familiarity with Drupal or other CMS platforms
